The regional delegation of the International Committee of the Red Cross (ICRC) for Central Africa of Yaounde is seeking for its needs a candidate for the post below:

Health Field Officer (NH)

Duties and Responsibilities
  • Direct oversight and implementation of all PHC activities in the AoR in line with the program plans; 
  • Conducts assessments (as necessary) to identify the priority health needs of the target population; Conducts regular field visits in the AoR to implement and monitor the health-related activities to the targeted population; 
  • Ensures.proper management of information collected for program decision-making and appropriate report; 
  • Participates in the analysis of and reflection on the overall health situation: contributes to realistic project proposals in line with the delegation's objectives and priorities; 
  • Assists the Health Delegate in designing operational strategies and planning the health programs in the facilities supported; 
  • Availability of and compliance with MoH guidelines and protocols in the AoR: 
  • Children under 5 are screened for malnutrition (MUAC) and referred to the nutrition program if needed; 
  • Most common morbidities are identified, and appropriate actions taken; 
  • Plans and conducts regular PHC staff meetings and trains them on recognition of signs and symptoms of the most common morbidities and refer the cases as needed; 
  • Participates in collection of data from all AOR service areas as required for the Medical Activity Database tool; 
  • repares requisition orders to be approved by his/her supervisor; 
  • Monitors use of medical / pharmaceutical stocks: monthly imprest system, monitoring of consumption rates, inventory, etc; 
  • Identifies and builds networks with local stakeholders to facilitate communication on and coordination of activities: CHD, MoH, PHC, RH departments, and NG0s, thereby ensuring more efficient implementation of health programs; 
  • Supports the Health Delegate and the Sub-Delegation leadership in nurturing a mutually-beneficial relationship with the interlocutors' key to the success of the PHC program objectives; 
  • Interprets at meetings and translates documents into local languages (whenever needed).
Minimum required knowledge & experience:
  • Medical or paramedical training: Senior Health Technician or State Nurse; 
  • Minimum of 3 years of experience in similar functions (a previous position as a health care leader in a Ministry of Public Health structure is an asset); 
  • Experience in working with a humanitarian organization;
  • Experience in hospital management or primary health care management; 
  • Experience in medication drugs management and medical equipment management; 
  • Previous experience with a humanitarian organization as well as medical emergency management:  Knowledge of issues related to displacement and armed conflict; 
  • Good ability to work in a multidisciplinary team; Ability to adapt to security constraints, high flexibility; 
  • Good knowledge of IT tools (Word, Excel), Internet messaging (lotus note/outlook); 
  • Analytical and organizational skills; Methodical and thorough with a sense of confidentiality; Language(s) required: English with knowledge of French; 
  • Preferred language(s): Proficiency in Pidgin and other local languages in the North West Cameroon and AoR; 
  • Sound knowledge of the political, social and media environment in the country/region covered.
