I. POSITION INFORMATION

Duty station Yaounde, Cameroon

Organizational unit OSS, RMU

Type of appointment Special short-term graded, six months with possibility of extension

II. ORGANIZATIONAL CONTEXT AND SCOPE

Under the overall supervision of the Chief of Mission and the technical supervision of the Regional Security Officer for West and Central Africa, the incumbent will be responsible for managing the implementation of security operations and all aspects relating to the management of IOM staff safety & security in Cameroon with focus Yaoundé.

III. RESPONSIBILITIES AND ACCOUNTABILITIES
  • Ensure the collection, processing, dissemination and updating of the country's security information.
  • Ensure in all aspects of the development, development and drafting of the IOM security plan for the country and the security regions including the updating of the international and national staff lists, the evaluation document of Security risks of IOM programmes (SARS programme); The IOM security briefing and the IOM contingency plan.
  • Ensure the updating, evaluation and application of the approved Security risk Management Measures
  • (SRMM) and in the Residential Security Measures (RSM).
  • In consultation with the CoM and the Program leader (s), will manage security incidents affecting or involving IOM personnel, facilities, and assets.
  • Conduct security and safety training for IOM personnel and their eligible dependents, includingtraining of security guards, security briefing, mission briefing,
  • Ensure administrative tasks including updating the list of all IOM personnel in relation to the BSAFE, security reviews, SCAAN, TRIP profiles and internal security clearance for the staff of/ service providers.
  • Build a strong relationship network with the defence and security forces of the host country, both at national and regional level.
  • Liaise and coordinate with the Cameroon defence and security forces and any other national authority responsible for security matters.
  • Collect all relevant information on the security and safety of the Organization's personnel, assets,  operations, and premises.
  • Represent IOM in security cell meetings and act as an observer at the SMT, keeping informed the Chief of Mission about ongoing discussion.
  • Manage internal security groups and maintain IOM personnel informed with relevant security and safety information on SCAAN and others approved platform.
  • Contribute and update country security and other documents: Business Continuity Plan, Staff List, Warden System (GPS coordinates of staff on Google Earth), Fire Safety Plan, program assessment.
  • Ensure the physical evaluation of IOM premises (FSSS or PSA) is done and work closely with the Procurement & Logistics Unit to ensure the implementation of recommendations.
  • Conduct regular field security assessment missions, particularly in Maroua, Douala, Buea and submit mission reports after each field mission.
  • Carry out any other task assigned by Chief of Mission and in strict adherence to the values,  policies, rules, and regulations of IOM.
IV. REQUIRED QUALIFICATIONS AND EXPERIENCE EDUCATION
  • University degree in social science, law enforcement or certified graduation from military/police
  • academy .
  • Have a valid driving license
EXPERIENCE
  • At least 4 years’ relevant experience with UN agencies or other international organization in the field of security or information analysis.
  • Police/ Military experience is an advantage.
  • Good political and social knowledge of the sub region and Cameroon in specific.
  • The ability to work in a multi-cultural environment with others with diverse professional backgrounds is required.
  • The ability to handle a heavy workload efficiently with minimal supervision and understanding the importance of close teamwork is highly regarded. In security/emergency services dedication to one’s duty is paramount and flexibility and commitment to these duties in an emergency will be expected and appreciated.
  • Knowledge of the UN radio system and the use of its related security equipment.
SKILLS
  • Good computer skills including Word, Excel, PowerPoint, Google Earth, SharePoint, Microsoft Teams and email.
  • Have a mastery of communication tools (Satphone, HF and VHF).
  • Good communications and negotiations skills.
