Overall purpose of the role

The Safety, Access and Liaison Assistant under the supervision of the Safety, Security and Access Team Leader, is responsible for
  • Assisting in the development and implementation of safety policies, plans and procedures in areas of operation.
  • The Safety Assistant provides advice on all manner of safety related matters responsible for external liaison with stakeholders, and participate in incident monitoring, analysis and assessment,
  • The development and implementation of security risk management plans.
Geographic scope: Area (Buea)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The Access and Safety Laison assistant will support the development and implementation of security risk management plans in its Southwest Cameroon operations.

Responsibilities:

Communication & informatio
n
  • Support and facilitate the communication and coordination with relevant stakeholders on all matters relating to the safety of DRC staff within geographical area of responsibility.
  • Develop a network of local contacts which facilitates safe access for DRC operations.
  • Monitor the evolving situation in the Region and relay this information to relevant staff members.
  • Collect, verify, analyze and report information that affects, or may affect, DRC operations
  • Prepare and submit Safety Incident Reports (SIR).
  • Provide DRC with timely and credible security information and contextual analysis of the local security information through daily alerts and reports; weekly incident reports; bi-weekly analytical reports and other thematic reports.
  • Support in the review of related policy documents, conduct site-security surveys.
  • Monitor staff movements, report on movement irregularities and initiate emergency response if needed.
  • Ensure that DRC drivers follow Movement SOP and comply with DRC security standards.
  • Disseminate safety alerts to staff and manage a security communication tree for all staff.
  • Brief visitors and new staff members on safety procedures.
  • Provide support on any compliance issues with relevant stakeholders.
Safety Risk Management
  • Contribute to Safety Risk Assessments.
  • Ensure MOSS compliance, report shortcomings to Area Manager and Safety, Security and Access TL.
  • Ensure that appropriate access controls are in place for all DRC facilities.
  • Contribute the procurement and issue of safety and protective equipment
  • Conduct regular site assessments and advise on mitigation measures.
  • Support the Safety, Security and Access TL. in updating the Safety Level System (SLS)
  • Support the Safety, Security and Access TL. in designing and implementing training on safety procedures for staff.
  • Any other duties related to the nature of the job as directed by the supervisor.

Experience and technical competencies:

  • Strong ability to work in a variety of environments.
  • Strong analytical skills.
  • Knowledge of Microsoft Word, Excel and Outlook
Education and Experience:
  • Minimum 2 years of relevant experience in security operations and management.
  • Proven ability to prioritize tasks and meet deadlines.
  • Stable, moral and robust character and a good team player.
  • Excellent communication skills.
  • Proven commitment to accountability practices.
  • High personal and professional integrity.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Training in safety, fire and evacuation procedures is desirable.
  • Training in safety and disaster management is desirable.
Experience in negotiating access for humanitarian agencies

Languages:
  • Fluency in written and spoken English.
  • Fluency in local South-West Cameroon Languages (Pidgin English)
  • Desirable knowledge of French.
Key stakeholders: (internal and external)
  • Local Government Bodies and relevant stakeholders
  • DRC Program and support teams.
  • NGOs and local partners.
