JOB DESCRIPTION

TITLE: Senior Forecasting and Supply Planning (FASP) Advisor, TO1

REPORT TO: Deputy Country Director

PROJECT: Global Health Supply Chain - Procurement and Supply Management
General Summary and Background

The purpose of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities
The Sr FASP Advisor will provide technical support to the project in ensuring continuous monitoring of stock levels at regional and central level and planned shipments and to support the country in conducting evidence-based forecasting and supply planning and their regular review.

Principal Duties and Responsibilities

The incumbent will:
  • Provide support to national public health programs in developing framework for data collection, analysis, and reliable information production to enable consumption, morbidity/service/ population-based forecasting for uninterrupted supply of HIV/AIDS, laboratory.
  • Ensure forecasts and supply plans for all product classes are available and updated on a quarterly basis to inform order and inventory planning.
  • Support capacity building interventions for the Cameroonian government and supply chain partners that coordinate to ensure a reliable supply of health commodities for Cameroon.
  • Support a team to design and roll out innovations to increase the sustainability of forecasting, quantification, and commodity monitoring activities.
  • Support quantification technical working groups in ensuring supply plans are well understood, implemented, and followed properly.
  • Support tight coordination and communication between the Field office, Commodity Procurement Managers, PPMR-HIV coordinators, Commodities security team, FASP team.
  • Work collaboratively with partners’ in-country quantification core teams to review country supply plans for all commodities; recommend adjustments and reach consensuses with in-country program management as needed.
  • Work with the procurement team to ensure that the procurement plans are appropriate given the demand forecast and resolve any discrepancies.
  • Involve in key performance indicators reporting; track and evaluate forecasts made, assist in assessing the effectiveness of forecasting and supply planning function and work towards continuous improvement. 
  • Establish monthly reporting on national supply levels and procurement plans to identify potential supply gaps early and develop responses to mitigate impact on service delivery.
  • Prepare reports and statistics related to the forecasting and supply planning function.
  • Perform any other duties as required.
Qualifications:
  • Master’s degree in pharmaceutical sciences, public health sciences, supply chain management, or another related field and five years (05) of experience with supply chain systems with knowledge on the quantification of health commodities.
  • Experience preferred in at least two of the three following health areas: HIV/AIDS, family planning, malaria.
  • Experience in the quantification and supply planning of health commodities.
  • Demonstrated skills necessary to use relevant forecasting software (Quantimed, CHAI, ForLab, PipeLine, QAT); similar computer software programs; and general-purpose software like Excel and Access preferred.
  • Experience supporting health programs in low-resource settings.
  • Excellent ability to work with others to achieve a common vision.
  • Experience working for USAID or Global Fund programs preferred.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in English and French required.
Supervision

The Sr FASP Advisor will report directly to the Deputy Country Director or his/her designee.
Working Conditions/Duration of Assignment

This is a long-term position for the life of the contract based in Yaoundé, Cameroon. This position does not attract any relocation allowances for the successful candidate.
