SUMMARY OF THE PROJECT

Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), the National Episcopal Conference of Cameroon (NECC) as the CRS transition local partner, supports the implementation of the “Key Interventions to Develop Systems and Services” (KIDSS) Project for Orphans and Vulnerable Children. The project addresses the challenges of sustainable care and support to Orphans and Vulnerable Children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support HIV-infected and affected children in Cameroon. The program consists of prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV.

TERMS OF REFERENCE

Job Summary

The data manager will work closely with the MEAL Manager and Officers as well as the program team to manage routine data of the KIDSS project. This role will ensure database maintenance; implementation of the new components in the database; manage user’s privileges; data collection cleaning, validation and visualization; and job aides and training materials to support capacity building on data management.

Duties and Responsibilities
  • Manage routine data collected in the KIDSS project to ensure quality (Timeliness, Completeness, Precision, Validity, Integrity and Confidentiality).
  • Report any errors identified during data review to appropriate team members and assist in resolving issues
  • With guidance from the MEAL Manager, maintain database; develop and maintain data collection and aggregation tools
  • Lead data analysis to support performance monitoring and project evaluation,
  • Generate/update pivot tables and charts of the indicators of interest for routine monitoring purposes as well as ad hoc requests
  • Propose, develop and support others developing content for dissemination including quarterly reports, PEPFAR Oversight and Accountability Response Team (POART), etc.
  • Support the documentation of data management system in electronic platform and make it accessible to relevant teams
  • Perform other tasks assigned by the MEAL Manager
MINIMUM QUALIFICATIONS

Education and Experience
  • Master’s degree in biostatistics, statistics, epidemiology, public health informatics, information management systems or related fields
  • At least 4 years of experience in software development.
  • At least 2 years of database development and management
  • Knowledge of online, open-source data collection tools and approaches and or database environment and/or project management software (Kobo Toolbox, DATIM, DHIS2, ODK, CommCare)
  • Experience preparing donor, general audience, and other reports
  • Must have good IT skills including data evaluation/analysis using relevant computer application such as Excel, SPSS, STATA, R, Python, PowerBi, Tableau etc.)
  • Ability to design clear and attractive presentations and other communication documents, including training manuals
  • The following will be a plus
  • Experience with or exposure to public health, preferably PEPFAR project.
  • Experience with design of routine health or other social service data collection tools and systems
  • Experience querying data using SQL
  • Language required / desired: Fluency in French, Professional Proficiency in English required.
Travel required: 10% of travel in Cameroon.

Supervisory relationships: N/A

Internal: MEAL Manager, MEAL Officers, the Zonal Coordinator, The National Project Coordinator, Head of Program Quality, Head of Administration and Finance.

External: KIDSS sub partners staff, PEPFAR care and treatment (clinical partners) staff, USAID & PEPFAR representatives, consultants.
