PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Cameroon

Background

The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC/PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC/PSM supports country strategies and priorities that fall under the following three project objectives:
  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities
Summary

The primary role of the Finance Officer is to collaborate with the finance, operations, and technical teams to ensure compliance and implementation of finance policies and procedures. The Finance Officer will be responsible for assisting the Finance Manager in planning, managing, and implementing all aspects of the project accounting system. The Finance Officer will work to ensure that project accounting, financial management, and recording of transactions are completed and documented according to the Generally Accepted Accounting Principles (GAAP) and adhere to the Chemonics Field Office Guide to Field Accounting and Compliance. S/he must also follow USAID and Chemonics policies, procedures, and regulations.

Principal Duties and Responsibilities

Under the supervision of the Finance Manager, the Finance Officer will be responsible for the following:
  • Maintain an online payment request register and dispatch documents to project accountant.
  • Maintain vendor payment trackers.
  • Collect and report monthly reforecast data by coordinating between finance, operations, and technical teams
  • Scan and file all finance supporting documents.
  • Review all financial transactions and supporting documents for accuracy and completeness.
  • Compile supporting documents for bank reconciliation adjustments.
  • Review vendor payment documents for compliance issues.
  • Review and follow up on outstanding staff and vendor advances.
  • Process and post financial transactions when necessary.
  • Support the finance team in subcontractor management.
  • Conduct spot checks on petty cash and expense reports.
  • Review procurement transactions to ensure that all supporting documentation and approvals are accurate.
  • Liaise with income tax and social security authorities and remit employee withholdings monthly.
  • Assist the finance team in the preparation of the monthly wire transfer requests based on thorough analysis of paid and projected expenditures.
  • Evaluate value added tax (VAT) reports to ensure accuracy and compliance.
  • Ensure all transactions comply with USAID rules and regulations.
  • Serve as Point of contact for HQ coordination regarding monthly reforecasting and ad hoc finance request
  • Travel to Maroua and Garoua office if need arises and review/ audit financial documents for compliance with USAID and Chemonics rules and regulations
  • Perform other finance related tasks as needed.
Required Skills and Qualifications
  • Bachelor’s degree in Accounting, Finance, Business, or Commerce.
  • At least 3 years of professional experience in accounting (will be tested).
  • Strong knowledge and understanding of USAID regulations preferred.
  • Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word and Excel).
  • Professional level of English and French.
  • Ability to resolve complex issues in time sensitive manner
  • Excellent interpersonal and communications skills.
  • Demonstrated leadership, versatility, and integrity.
Level of Effort and Location

This is a long-term position for the life of the PSM Cameroon project and will be based in Yaoundé, Cameroon, with occasional intermittent travel throughout the country as needed. This position does not attract any relocation allowances for the successful candidate.

Supervision


The Finance Officer will report directly to the GHSC-PSM Cameroon Finance Manager or any delegate.
