Job Purpose

Strategy 2030 guides the actions of the IFRC. It defines three strategic goals for the IFRC and its member National Societies, to align under a common vision:
  •  People anticipate, respond to and quickly recover from crises
  •  People lead safe, healthy and dignified lives, and have opportunities to thrive
  •  People mobilise for inclusive and peaceful communities
The IFRC Strategic Framework on Protection, Gender and Inclusion 2021-2025 which aligns with Strategy 2030, guides the Protection, Gender and Inclusion work within the IFRC. It emphasizes the need to address the root causes and social determinants of gender inequality and sexual and gender-based violence, as well as social inequality based on diversity factors (ethnicity, disability inclusion, migration status, age, etc). Further, the IFRC’s Protection, Gender and Inclusion approach is underpinned by commitments made in Resolution 3 of the 32nd International Conference of the Red Cross Red Crescent to Prevent and Reduce Sexual and Gender-based Violence, as well as through its operational guidance, the IFRC Minimum Standards for Protection, Gender and Inclusion (2018).

The role of the Senior Protection, Gender, and Inclusion (PGI) Officer will be to increase the capacity of African National Societies and IFRC delegations in Francophone countries on PGI related policies and tools across programme areas in order to contribute to dignity, access, participation and safety of disaster-affected individuals. The Senior PGI Officer provides technical support to IFRC teams and to the National Societies in integrating PGI analysis and considerations into all programmes and services; to assist and support the National Societies to mainstream PGI issues into their organisational development (including into their Strategic Plans and policies) and to systematically incorporate PGI into all systems, procedures and tools; and lastly to support the monitoring of progress. This will include a major focus on safeguarding (prevention and response to sexual exploitation and abuse- PSEA and child safeguarding)

Job Duties and Responsibilities
  • To act as a technical resource on protection, gender and inclusion (PGI) issues, supporting francophone speaking National Societies and IFRC country cluster
  • To act as a technical resource on safeguarding (prevention and response to sexual exploitation and abuse and child safeguarding) for Francophone speaking National societies and country cluster delegations.
  • To support IFRC and National Societies to develop PGI sensitive services/programmes, policies, procedures and guidelines, and to translate existing guidelines into action at the National Society HQ and branch level
  • In coordination with PMER, support and advocate for IFRC and National Societies to collect and analyse sex, age and disability disaggregated data.
  • To improve National Societies’ access to PGI resources and information by ensuring they are in French and drafting quarterly PGI newsletter.
  • To strengthen and institutionalize the role of National Society Gender and Diversity/PGI Focal Points
  • Together with other PGI team members, co-ordinate the PGI Africa Network ensuring that there are regular meetings, capacity building and peer-to-peer support initiatives undertaken by the Network members.
  • Technical support to the African National Societies to document and advocate PGI achievements in their programming and National Society Development.
  • Through technical assistance to the development and facilitation of training programmes, support capacity and knowledge building of National Societies staff, volunteers and IFRC delegation staff (Francophone countries) to support the mitigation of PGI risks, to better prepare for future disasters and crises.
  • Support to National Societies for the assessment of gender relations, protection risks, vulnerabilities, needs and capacities to support PGI sensitive programming.
  • To provide technical support on prevention, mitigation and response to SGBV to IFRC delegation and National Society technical teams/focal points, including support to evidence-based initiatives and advocacy efforts.

  • To support the PGI coordinator in ensuring IFRC coordinated emergency preparedness and response programmes/plans in Francophone speaking countries integrate PGI elements.
  • Actively participate in and represent the Africa region in the Red Cross Red Crescent global gender and diversity and protection networks.
  • Support the PGI coordinator in ensuring that IFRC Africa plans and funding proposals include relevant PGI considerations ensuring strong co-ordination with ongoing priorities of the global approaches.
  • Support the PGI coordinator in management and coordination of project activities, the timely and quality delivery of all Project outputs and prepare Project Work Plans, Reports (including Final report and their presentation to donors) and official correspondence.
  • To work closely with communication unit to report on and share lessons learnt for PGI issues with key stakeholders internal and external to the RCRC movement to ensure appropriate awareness of PGI issues and how RCRC teams are responding to PGI risks and needs.
  • To coordinate and collaborate with IFRC regional and country cluster delegation staff to ensure PGI integration other sectors.
  • Actively participate and support co-ordination of relevant regional/national conferences within the IFRC and with relevant stakeholders.
  • To function as an effective team member within the Africa PGI team.
Function as an effective team member in IFRC Africa delegations and support in achieving the objectives of the IFRC Africa regional office including the Agenda for Renewal.

Education

REQUIRED
  • Relevant university degree or similar professional qualification (gender, international relations, human rights, etc.)
  • Possesses working knowledge of protection, gender and inclusion issues in humanitarian and development settings, specifically in the context of Africa
  • Possesses a broad understanding of global humanitarian issues, and international humanitarian standards for Protection, gender and inclusion in disaster response.
PREFERRED
  • Experience with the Red Cross / Red Crescent
  • Experience with other international organizations, large NGOs and/or governmental development agencies
Experience

REQUIRED
  • At least 3 years of experience in a PGI related role (protection, gender, sexual and gender-based violence, disability rights)Possesses a broad understanding of global humanitarian issues, and international humanitarian standards for Protection, gender and inclusion in disaster response.
  • Possesses working knowledge of protection, gender and inclusion issues in humanitarian and development settings, specifically in the context of Africa
