Duties

The incumbent performs the full spectrum of Human Resources (HR) Management for non-locally employed staff and U.S. Direct Hires (USDH) and serves as the first point of contact for Americans on HR issues. The incumbent is responsible for preparing personnel action cables, including travel message cables, allowances updates and other relevant administrative cables. He/She is responsible for administering the Eligible Family Member (EFM), Overseas Seasonal Hire (OSHP) Employment, and the unpaid internship programs analyzing a wide range of complex State Department rules and regulations and resolves problems/situations that relate to appointments, security clearances, terminations/resignations/separations, pay adjustments, allowances, benefits and leave. Position holder is responsible for EFM training, outreach, updating SOPs and handbooks related to the non-locally employed staff and Direct Hires. He/She assists the HR Officer in the coordination of training and participates in the preparation of periodic and non-recurring reports. The incumbent directly reports to the HR Specialist and is reviewed by the Human Resources Officer.

Qualifications and Evaluations

Requirements:

EXPERIENCE: At least three years of progressively responsible experience in a complex administrative field requiring high levels of customer service, in an international organization or large local organization.


JOB KNOWLEDGE: Knowledge of Local labor laws, local regulations related to visas, accreditation, Vienna Convention on diplomatic relations, Protocol Guidebook, The Bilateral Work Agreement (BWA) for Eligible Family Member employment on the local economy, etc.

Education Requirements: Bachelor’s degree in Business Administration, Public Administration, Human Resources, Psychology or Law is required.

Evaluations: LANGUAGE: Fluency in English and Good Working Knowledge in French (speaking/reading/writing) are required. This may be tested.

SKILLS AND ABILITIES: Good working knowledge of Microsoft Office (Word, Excel, Power point, Outlook, and Internet). Must have excellent customer service and communication skills to manage in-person and telephone contacts. Must be organized, diligent and able to work under pressure. This may be tested.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Yaounde, Cameroon may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
