Norwegian Refugee Council is looking for WASH Officer (Cameroon Buea)

JOB DESCRIPTION 

The purpose of a Core Competency (CC) Technical Officer position is to contribute with specific technical competences to project implementation. This position will normally not entail management responsibility of staff, but under certain circumstances, the job may entail management responsibility for a very limited number of staffs at assistant level. Either these circumstances can be related to a time-bound support or permanent but in scope limited administrative support. If supervision of technical or a wider range of staff is needed, the position of Team Leader is to be used. The following is a brief description of the role.

Generic responsibilities  

  • Ensure compliance with NRC policies, guidelines and standards
  • Ensure compliance with WASH and Shelter cc strategies, tools, handbooks, guidelines and standards
  • Guarantee WASH / Shelter specific technical responsibility for implementation and documentation of technical activities of the CCs project(s)
  • Guarantee WASH / Shelter specific technical responsibility for the quality control and monitoring of project activities
  • Provide specific technical support and capacity building towards project staff
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums
  • Assess, promote and document ideas for technical improvement and further program development options
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist

RESPONSIBILITIES

Specific responsibilities

  • Plan and ensure the implementation of soft activities including community engagement and behaviour change in WASH and Shelter activities, contextualizing NRC guidelines and approaches
  • Assess the training needs of members of the community (and other target populations; e.g. schools, etc.), on the targeted behaviours as identified by the programme.
  • Prepare, support the delivery and evaluate the necessary training and Information Communication and Education (ICE) materials
  • Prepare training modules and support the team in community engagement and in the implementation of behaviour change activities using participatory methods and integrating cross-cutting aspects (safe and inclusive programming, gender, access…)
  • Conduct regular field visits, to ensure proper supervision, for quality assurance, and offer mentoring of field staff
  • Support the tracking of assistance provided for project management, logistics and finances reconciliation, accountability, and M&E (beneficiary counting)
  • Assist the due diligence process to address Housing Land and Property (HLP) considerations and improve security of tenure 
  • Do any assigned duties from line managers

QUALIFICATIONS 

  • Professional competencies for this positionBachelor’s Degree in any of the Social Sciences
  • A minimum of 2 years of non-profit or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing, and executing safe operations in the field. 
  • Documented results related to the position’s responsibilities
  • Demonstrated experience with project implementation position in a humanitarian/recovery context
  • Demonstrated experience within technical expertise area of WASH and or Shelter
  • Demonstrated experience of communication and community engagement (Focus group discussion, IEC techniques, behaviour change)
  • Be willing and able to travel and work regularly on the field (outside office)
  • Knowledge of Microsoft, reporting writing, documenting scenario.
  • At least two years of experience working within a complex and volatile contexts
  • Understanding the humanitarian principles, code of conduct, and specific sub-sector work linked to NGO field and operations contexts.
  • Strong understanding of the South-West and North-West regions: Context, habits and local language
  • Previous NGO WASH and or Shelter experience as an asset.
  • Fluency in English both written and spoken.

We offer

  • Beginning: October 2022
  • Duration of the contract: 12 months, renewable depending on the availability of funds
  • Salary / Benefits: In accordance with NRC’s Salary Grid.
  • Duty station: Buea
