WWF seeks a Proposal Development Consultant to provide technical skilled support , to develop a highly competitive proposal for the Western Congo Basin Landscape (WCB), under the UK governments DEFRA Biodiverse Landscapes Fund (BLF) mechanism.
WWF is the lead delivery partner within a consortium of partners who will deliver the BLF in WCB (“the consortia”). Local delivery partners will also be engaged in proposal development.

Objectives:

  • Support the consortia with the early development and design of a programme under the BLF call for WCB (e.g. review and understand the details of the call; help develop theories of change, an initial
    logframe, a high level budget and identify and unpack key risks and issues);
  •  Support the drafting, review and editing of a compelling proposal, towards producing a high-quality product on time to meet the donor’s submission deadline (dates TBC). Providing continual guidance
    on meeting the aim of the BLF call including specific donor requirements;
  • Liaise with the consortia to understand the scope of work, seek background and contextual information, identify information from within existing peer reviewed literature, reports and other sources, and advise on the most strategic presentation of information to deliver a highly competitive proposal, in-line with donor priorities and that meets all donor requirements;
  • Support the translation and interpretation of French/English input into the proposal for consortium members and local delivery partners.

Description of Activities
Pre-proposal preparation and editing 

  •  In coordination with the consortia, support the conceptual development of the BLF programme
    including attending a 3-day design workshop in region – which will include the development and validation of theories of change for, as well as an overarching theory of change for the proposed BLF in WCB programme. Write narratives for all the theories of change for the programme;
  • Support the development of drafts of the following: logframe; risk and issues matrix; MEL framework and workplan;
  •  Liaise with the consortia to clarify and finalise narrative sections;
  • Translate from French to English any input received from the consortia and local delivery partners to ensure it is incorporated into the development of the proposal;
  •  Review relevant donor documentation and provide guidance on the donor requirements for the proposal.

Full proposal editing 

  •  In collaboration with the consortia, write and / or edit sections, revising and editing based on feedback and information received;
  •  Remain in close contact with the consortia to understand and internalize concepts, request clarity
    where needed;
  •  Receive numerous inputs and coalesce into one well researched, well written, complete document, with proper formatting, consistency and accuracy;
  •  Translate inputs received in French to English and collate with all other relevant inputs;
  • Review budgets in consultation with the consortia and provided finance support, against the theory of change, logical framework, MEL framework, workplan and other proposal elements as needed to advise the proposal development process and ensure consistency across documents and the overall bid;
  •  Review and edit content to ensure a consistent voice across sections, documents and the overall bid with reference to BLF and DEFRA priorities. Ensuring adherence to BLF and DEFRA guidelines and
    application instructions and responding to key DEFRA and national government strategies and policies within WCB, as appropriate.    
Deliverables 
  • Pre-proposal: Theories of change including as narratives alongside draft programme logframe, risk and issues matrix, MEL framework and workplan;
  • Full first draft of DEFRA BLF proposal for WCB (with input from WWF-UK and consortia members);
  • Fully updated & edited draft of DEFRA BLF proposal for WCB, with revisions based on an internal review process;
  •  Final edited DEFRA BLF proposal for WCB (with input from WWF-UK and consortia members.

Consultant Profile 

Any person interested in this consultation must have the following qualifications:

  • Proven experience developing successful multimillion-pound government/institutional proposals (ideally UK Government through DEFRA/DFID/FCDO).
  • Knowledge of and experience living or working in Western Congo Basin region essential.
  • Specific knowledge of conservation and sustainable natural resource management and development issues is essential.
  • Strong capacity to communicate with diverse kinds of organizations (local, regional, national, governments, technicians, etc.).
    Excellent spoken English and French skills essential, with capacity to interpret with consortium members if and when needed.
  • Outstanding English and French writing skills with the ability to sell ideas with concise prose as well as simplify highly technical content into language that is understandable to a broad audience while maintaining specificity and technical rigor.
  • Ability to translate oral and written French input into English.
  • Availability from August (date TBC) through end of November (exact dates dependent on the release of call for proposals).
