The Norwegian Refugee Council (NRC) is looking for Logistics Officer Cameroon (Bamenda)
NRC is implementing projects in the North West and South West Regions since 2018. All NRC Core Competencies: Education, WASH, Shelter, ICLA, and Livelihood and Food Security, are now fully operational in the NW, SW, and extending to the West, and Littoral regions. In order to effectively implement all of its programs, there is a need for an effective logistics team. With the resignation of the current Logistics Officer and the huge logistical gaps already existing within the team, a Logistics Officer is needed to ensure the strict respect of logistics procedures and provide the necessary support needed by the teams in the execution of the ongoing projects.
RESPONSIBILITIES
A - Generic Responsibilities
- Ensure adherence to NRC policies, tools, handbooks, and guidelines
- Implement delegated support function portfolio according to the plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
B - Specific Responsibilities
- Responsible for transport management: organization of the movement of goods and personnel, driver’s management, vehicle management, reporting, etc.
- Responsible for the preventive and curative maintenance of all NRC vehicles and ensuring that essential spare parts are always available in stock.
- Ensure that all procurement and tenders procedures for the Bamenda office and its zones are carried out by the approved SOP and Logistics Manual.
- Review all procurement files in your field location for compliance and supporting documents
- Keep up-to-date data on procurement activities: procurement follow-up, contract follow-up, price listing, supplier registration, tender opening minutes, tax files, etc. in office 365
- Conduct regular spot checks on assets and stock in your field location.
- Participate in assets and stock counts, once every quarter.
- Monitor the use of vehicles and generators by ensuring that log books are checked and signed regularly.
- Consolidate and review various logistics reports and share them with the logistics coordinator
- Ensure the proper physical and electronic archiving of logistics documents by the filing tree and NRC standards.
- Ensure that logbooks, vehicle maintenance documents, and fuel reports are filled into office 365
- Organize and supervise with the concerned programs the distribution activities from the packages (assemblies) to the distribution to the beneficiaries.
- Work with the various CC leads on the different procurement plans and ensure their execution and quarterly review.
- Ensure that warehouse procedures are respected and all movements are properly documented
- Responsible to organize inventory of assets and stock as per NRC procedures
- Establish vehicle maintenance and movement plans
QUALIFICATIONS
C - Professional Competencies and Context/ Specific skills, knowledge, and experience:
- Bachelor’s Degree or Post Graduate Training in Logistics or any related fields including statistics
- Minimum of 2 years experience in a similar position preferably with an NGO
- Experience working as a Support Function Officer in a humanitarian/recovery context
- Good knowledge of the South-West and North-West region context
- Previous experience working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Fluency in English, both written and verbal, and work knowledge of French is an advantage
- Excellent Computer skills (Microsoft Office)
- Good communication skills
- Office organization skills,
- Fluency in the local language
We offer
- Beginning: May 2023
- Duration of the contract: 08 months, renewable depending on the availability of funds
- Salary / Benefits: In accordance with NRC’s Salary Grid.
- Duty station: Bamenda
