POSITION:                                      Peace Corps Medical Officer (PCMO)

The United States Peace Corps seeks a Medical Doctor or Nurse Practitioner to serve as a personal services contractor (PSC) Peace Corps Medical Officer (PCMO) based in Yaounde Cameroon.  The PCMO will provide health care to U.S. Peace Corps Volunteers in and will work under the supervision of the Peace Corps Country Director in Cameroon and the Peace Corps Office of Health Services in Washington, DC.

 Duties include:

     Routine primary health care to Peace Corps Trainees and Volunteers including treatment of common illnesses and injuries in accordance with Peace Corps technical guidelines

     Individual short-term counseling on disease prevention, adjustment issues, stress management and cross-cultural problems

     Response to emergency medical situations

     Member of Senior Peace Corps staff in Cameroon

     Ability to conduct trainings on health related issues

     Site visits to Peace Corps Volunteers throughout Cameroon

     Administrative tasks of the medical office including budget management

     Inventory of medical supplies and equipment

     Mentoring and on-the-job training of other PCMOs

     Provide and coordinate sexual assault prevention and response

     Alternate 24 hour on-call duty with the other medical office staff

     Perform other duties as assigned

This is a local advertisement.  Preference will be given to the candidates who have applied to this local advertisement who are citizens of Cameroon or who are permanent residents of Cameroon with proper and current authorization to work in Cameroon at the time of application.

Peace Corps may select one or more PCMO PSCs from the applications received in response to this announcement or may decide not to fill any PSC positions.  All PSC positions are subject to the availability of funds and continued need.                   

The anticipated personal services contract(s) will be for a one-year period with up to three (3) or four (4) option years, exercisable based on satisfactory performance, availability of funds, and continued need.  The work schedule will be on a full-time basis (a minimum working schedule of 40 hours per week), with after-hours, weekend, holiday, and on-call responsibilities. 

 Daily pre-tax compensation will be negotiated within the specified range for the position at the discretion of the Peace Corps Overseas Contracting Officer, taking into account items such as documentable salary history.  Benefits will be offered for this position in accordance with guidance provided by Peace Corps Headquarters.  Benefits will differ for citizens or permanent residents of Cameroon versus citizens and permanent residents of countries other than Cameroon.  It is not anticipated that relocation expenses or housing expenses will be paid for candidates who have applied under this local advertisement.

     The applicant has a current license, registration or certificate in the host country, the United States, or the provider's country of training to practice their profession (physician, nurse practitioner). 

     Minimum 2 years of recent relevant clinical experience in primary care as an independent practitioner (after internship and/or residency)

     The applicant must have a minimum of 2 years of experience in providing health education.

     experience in providing emotional support and short-term counseling

     The applicant must have experience in training design and presentation of health-related material.

     The applicant must be willing to travel to sites in Cameroon and overseas.

     The applicant must have knowledge of Microsoft Word, Excel, Outlook.

     The applicant must be able to obtain a United States of America visa.

     The applicant must be proficient in oral and written English in the application and interview.

     All submitted documents must be in English or translated into English. 

PCMO PREFERRED QUALIFICATIONS

1)               The applicant has experience in the management and administration of a health unit.

2)               The applicant has experience working with international organization(s).

    • If the license does not have an expiration date, written confirmation must be submitted directly from the issuing authority.  Please note, if a license is not required, rather, the medical diploma is the license to practice, written confirmation, issued directly from the professional medical board, Ministry of Health or other appropriate regulatory authority establishing that the candidate is properly credentialed for medical practice, is required.

·        A completed and signed Privileging Form (blank form attached; the applicant must complete the version of the form that corresponds with their professional qualifications)

o   Note: one of whom is or was your immediate supervisor and at least two must be from medical colleagues who have directly observed your work in a clinical setting, addressing applicant’s clinical skills. 

o   All references must have worked with the applicant and be written within the past two years, include full name and credential, current professional capacity, institution name and location, position/relation to candidate, dates working with candidate, signature of reference and stamp (if applicable).

o   If submitting a Letter of Reference, please include the following information: past performance information, which may include information on both hard skills (i.e. technical experience and expertise, quality and timeliness of work product produced, etc.) and soft skills (i.e. professional judgment, professional demeanor, leadership abilities, ability to work as a member of a team, etc.).

  • Analyse politique interne : Mène des recherches, rédige des notes et des rapports sur la liberté religieuse, les affaires politico-militaires, la lutte contre le terrorisme, l’état de droit, la corruption et d’autres questions politiques touchant le Cameroun. Travaille de manière autonome et en collaboration avec ses collègues de la section politique et économique pour élaborer les premières versions de rapports complexes, notamment le Rapport international annuel sur la liberté religieuse et les rapports nationaux sur le terrorisme. Entretient des relations suivies avec les responsables publics et les acteurs de la société civile et se tient informé(e) de l’évolution du cadre juridique et institutionnel camerounais. Apporte son soutien au spécialiste politique et contribue à la gestion du portefeuille des affaires politiques internes.
  • Analyse des relations extérieures : Ce service observe et rend compte des relations du Cameroun avec les États-Unis, les pays tiers et les organisations internationales telles que les Nations Unies, l’Union africaine et la Francophonie. Il analyse les implications de l’évolution de la situation intérieure camerounaise en matière de politique étrangère et prévoit les tendances politiques et sociales futures afin de conseiller les diplomates.
  • Présentations et briefings oraux : Assure des briefings planifiés et improvisés, à l’écrit comme à l’oral, à destination du Front Office, des collègues de la section politique et économique et d’autres publics. Prépare des listes de contrôle pour les briefings en amont des réunions importantes et fournit un éclairage au Front Office lors des interventions médiatiques.
  • Développement et entretien des relations : Établit et entretient des relations avec des interlocuteurs de haut et moyen niveau au sein des gouvernements, des partis politiques, des syndicats, des services de sécurité, des organisations non gouvernementales et du secteur privé. Prépare les documents de travail, les argumentaires et les notices biographiques pour les réunions officielles et les déplacements régionaux, et accompagne les agents lors de leurs engagements en anglais ou en français. Planifie les réunions, accompagne les agents lors de leurs visites aux ministères et rédige les comptes rendus de réunion. Représente l'ambassade lors d'événements publics afin de développer de nouveaux contacts et de communiquer la politique américaine.
  • Rédaction de rapports biographiques : Recueille et analyse des informations biographiques sur des personnes présentant un intérêt pour le gouvernement américain. Constitue et tient à jour des dossiers biographiques non classifiés, suit l’évolution de carrière de personnalités camerounaises émergentes et vérifie les rapports et traductions préparés par les autres membres de la section.

Principales responsabilités :
  • Responsabilités du chauffeur : En tant que chauffeur de l’ambassade américaine, le chauffeur reçoit ses affectations du personnel de l’ambassade et conduit les véhicules de l’ambassade pour les activités officielles de l’ambassade. Il assure la permanence au volant par roulement, ce qui peut impliquer des déplacements hors de Yaoundé. Il veille à la propreté et au bon état de fonctionnement des véhicules, y compris le nettoyage intérieur et extérieur, et effectue les contrôles de base selon le calendrier établi, en signalant toute anomalie à l’ambassade. Il rédige les rapports de trajet, les carnets d’utilisation des véhicules et les relevés de consommation de carburant, et estime la consommation de carburant pour chaque trajet. Il protège les biens du gouvernement américain et promeut une utilisation efficace et économe en carburant des ressources gouvernementales.
  • Responsabilités liées aux véhicules blindés : Conduire un véhicule blindé de transport (VBT) pour transporter le personnel du MSG compte tenu des dangers liés aux conflits civils et aux menaces sécuritaires dans le pays. Adopter une attitude défensive face aux situations potentiellement dangereuses et se tenir informé des zones restreintes ou dangereuses à éviter par le personnel du MSG.
  • Responsabilités de messagerie/administratives et autres : Assure la collecte et la livraison du courrier, du fret et des documents selon les besoins. Apporte un soutien à la traduction verbale non officielle lorsque le personnel de MSG est en déplacement en ville.
