par les conflits, la violence, l'extrême pauvreté, les catastrophes naturelles
ou humaines.

IDENTIFICATION
Job Title: Deputy Project Manager
Reports to: Project Manager

Availability: June 2025
Main objective and Tasks
➢ Implementing program activities: setting up, revitalizing and building the
capacity of community protection networks, monitoring and responding to
protection cases.
➢ Ensure and monitor the day-to-day management of the team and programmatic
activities as planned and propose changes where necessary.
➢ Ensure quality work in accordance with INTERSOS values and humanitarian
principles.
➢ To ensure the availability of working resources (finance, equipment,
logistics) for the team.
➢ Ensure regular reporting on field activities and maintain a good level of
communication with partners.
Tasks:
1. Coordination and external representation
➢ Ensures good acceptance of INTERSOS activities and establishes positive
relations with all project stakeholders at operational level (Prefecture,
sub- prefecture, arrondissements, communes and villages) in the intervention
zones.
➢ Represents and ensures a regular and active presence of the project and
the organization at all operational technical meetings, in the intervention
zones and coordination centers where the project is implemented.
➢ Ensures external coordination of the project's overall activities, where
necessary.
➢ Ensures regular and active attendance at sectoral, ad hoc and general
humanitarian coordination forums.
➢ Ensures the quality of the information obtained and obtains the Project
Manager's validation before external submission.
2. Implementation of programme activities and supervision
Assist the project manager in implementing programme activities:
➢ Organize, with the support of the field team:
➢ Setting up and/or revitalizing community protection networks in the 05
areas targeted by the project.
➢ Capacity-building (training and awareness-raising) for community
protection networks, youth leaders, women's leaders, local authorities and
leaders, government officials, health workers and technical and social
service workers (health, education, social centers, etc.) in human rights
protection, GBV prevention and response and child protection.
➢ Raising awareness of human rights, GBV and child protection among
different social and community groups through various channels (FGD, focus
groups, door- to-door and outreach awareness-raising, etc.).
➢ coaching/supervising, leading and monitoring community networks.
➢ Supervising the field team (CBPOs and community workers) and specialists
(GBV/CP/PSS team leaders, psychologists, database managers, etc.) in the
implementation of monitoring activities and responses to survivors of
GBV/CP/PSS:
➢ Monitoring cases of human rights violations and vulnerability: SGBV,
UASCs, etc. in the project's target localities in order to ensure
identification, recording/documentation (in accordance with GBVIMS
methodology), referral and follow-up.
➢ Responses to identified cases so that survivors and victims have access to
appropriate services and assistance: medical (health centre), psycho-social
(counselling centre) and legal (police) care for SGBV cases, UASCs, referral
to protection actors including the ICRC/appropriate state structures, family
care,
facilitating access to justice, etc.);
➢ Setting up and running child-, women- and girl-friendly spaces in order to
gatherinformation/alerts on cases of SVBG, UASCs, etc. from the local
population.
➢ Help set up and run GBV/CP AoRs.
➢ With the support of the teams in the field and specialists, map the
players and responses to cases of SGBV and UASCs.
➢ Assisting the project manager in the design, development and
implementation of SOPs (standard operating procedures) relating to GBV
UASCs.
➢ Supervise teams and activities in the field to ensure that activities are
carried out according to plan.
➢ Anticipate and plan the needs required for the proper execution of field
activities.
➢ Assist the project manager in building the team's capacity (training,
coaching) in human rights protection, SGBV prevention and response, child
protection, psychosocial support, counselling, communication and information
management, GBVIMS, humanitarian principles, training, facilitation and
awareness-raising techniques and reporting techniques.
3. Support resources management
➢ Ensure compliance with INTERSOS' financial, logistical and security
procedures.
➢ Ensure production (TOR, budget, request for funds, contracts....) as well
as their compliance with procedures before committing funds for the
implementation of activities.
➢ Carry out strict control of the financial documents before and after the
activities: ensure that the supporting documents are properly completed,
signed and comply with the financial procedures.
➢ Participate in the day-to-day management of the project's finances and
budget monitoring.
➢ Organize and supervise logistical activities related to the project.
➢ Submitting weekly vehicle release schedules.
➢ Ensure the availability of logistical resources.
➢ Organize the transparent and correct management of materials and work
equipment.
➢ Regularly monitoring purchases (tracking orders, monitoring the quality
and quantity of deliveries and delivery times);
➢ Participate in drawing up the purchasing plan and ensure that it is
regularly updated.
➢ Play an active role in staff recruitment.
➢ Provide orientation for new staff.
➢ Ensure that security and protection incidents in the field are regularly
reported to the project manager.
4. Data management
➢ In collaboration with the Monitoring and Evaluation Manager, supports the
collection of performance data.
➢ Ensures the quality and timeliness of the data collected.
➢ organizes the project's archiving system and ensures that data
confidentiality is respected at all levels of data collection and archiving.
5. Reporting
➢ Participate in programme meetings at the request of his/her line manager.
➢ Collect reports from field teams and specialists, compile them and pass
them on to the project manager.
➢ Write and pass on activity reports (weekly, monthly).
➢ Ensure that documentation relating to activities is provided and archived
correctly.
➢ Participate in writing the monthly programme pack (chronogram, monthly
report, etc.).
➢ Guarantee the confidentiality of information gathered from interlocutors.
➢ Ensure that conflicts between staff or with partners are addressed
constructively and resolved cooperatively. He/she will do this in
collaboration with the Project Manager.
➢ Ensure the quality of interventions in the field and the active
participation of grassroots communities.
➢ Establish and maintain good relations with local, administrative,
political, military and community authorities, as well as managers and
agents of technical and specialized state services and humanitarian partners
in the intervention zone.
➢ Remain attentive to the population and field actors and report to his/her
line manager any non-technical or security problem that could have
consequences for the security of INTERSOS teams.
➢ Inform and consult the Project Manager of any situation or circumstances
that may affect the smooth running of the project.
6. Analysis and strategy
➢ Analyses the strengths and weaknesses of activities through monitoring
visits, active participation in field activities and closer links with
project stakeholders
➢ Participate in the development of new proposals
7. Accountability
➢ In collaboration with the Accountability Focal Point, ensures that all
accountability tools are implemented at all stages of the project and
ensures that they are working optimally.
➢ Engage teams and actively report cases of fraud or abuse, including cases
of SEA identified by teams or partners, in liaison with the SEAH Focal
Point.
Educational and Professional experience required
• BAC+5 in Law, Social Sciences, or related fields
• 03 years of professional experience in the field of GBV/CP and/or project
management, including two years in a supervisory position,
• 0 3 years of management or work experience within an international
humanitarian non-governmental organization
• Recognized for the value of its organizational systems.
Technical and behavioral competencies required
Work Experience:
• Proven experience in writing protection analyses, periodic reports,
including activity implementation reports and in monitoring project
indicators.
Experience in supervising GBV, CP, PSS and/or in the reception and care of
vulnerable people, including internally displaced persons and refugees.
IT: Advanced Knowledge of
• Microsoft Office Suite (Word, Excel, outlook),
• Basic humanitarian GIS tools (OpenStreetMaps, Google Earth and Google
Custom maps)
• Mainstream web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox)
• Web-based mainstream chat and conferencing tools/platforms (Skype, Teams,
Zoom and WebEx)
• Web 2.0 tools (cloud storage, webmail and others)
Languages and Communication
• Fluency in both written and oral formal English.
French is an asset
