Action Against Hunger – Cameroon is an Internation Non Govermental Organisation(NGO),Apolitica ,non denominational and non profit. For our operation in Cameeroon,we are looking for a HR and Finance Senior Officer urgently.

Position: HR & Finance Senior Officer (M/F)
Base: Kumba (South West Region)
Number of Positions:1(one)
Contract Duration:Until 31st March 2025
Start Date:ASAP
Supervised By:Field Coordinator

Mission 1: Implementation and Monitoring of National HR Policies
  •  Implement and apply HR procedures, strategy, and tools.
  •  Monitor new decrees or laws affecting HR management.
  • Collect information for reviewing HR policies and procedures.
  •  Provide technical HR management support to managers.
  •  Monitor activities at the base.
Mission 2: Administrative Management of National Staff

  •  Manage payroll, contributions, and legal declarations.
  •  Track employment contract end dates.
  •  Update the organizational chart and prepare monthly HR reports.
  • Prepare HR files for audits and local authorities.
Mission 3: Recruitment, Training, and Career Management

  • Organize employee recruitment (job ads, pre-selection, tests).
  •  Participate in recruitment interviews.
  •  Ensure compliance with annual evaluation schedules.
  •  Prepare and implement annual training plans.
  • Lead HR training sessions.
Mission 4: Cash Management at the Base

  •  Supervise the cashier for secondary cash office management.
  •  Monitor cash in bank, safe, and cash box.
  •  Prepare monthly cash flow forecasts.
  •  Prepare monthly closings in SAGA.
  •  Ensure advances are justified and invoices are collected.
  •  Codify invoices and maintain consistency between digital and physical cash balances.
Mission 5: Budgetary Management at the Base

  • Plan and organize budget monitoring.
  •  Validate purchase requests according to financing plans.
  •  Ensure logistics purchasing procedures are respected.
  •  Inform logistics department of purchasing procedures.
Mission 6: Information Flow and Professional Relations Management

  • Lead information meetings with employees.
  • Distribute HR memos.
  • Address employee requests and complaints.
  • Engage with local authorities and HR agencies.
  •  Monitor relations with NSIF, DGI, etc.
Mission 7: Supervising and Guiding Home Workers

  •  Recruit and plan activities for team members.
  •  Organize training for teams.
  •  Assess team skills.

 Higher diploma (GCE A level + 3/4 years university) in HR, economics, finance, or management sciences.
  •  Strong experience in finance and HR management (2 years).
  •  Experience with an INGO is an advantage.
  •  Team management, organizational skills, and prioritization.
  •  Good analytical and diplomatic skills.
  •  Strong confidentiality and interpersonal skills.
  •  Proficiency in IT tools (Word, Excel, PowerPoint).
  •  Knowledge in logistics management and purchasing procedures is an asset.
