Qualifications

Required Qualifications: 
  • At least 10 years’ experience in field anti-poaching work and in national and/or regional/international policy advocacy including high level political negotiations, preferably within a Central African context; 
  • Minimum master’s degree in wildlife or bachelor’s degree with Diploma in environmental crime or environmental law; 
  • Demonstrated ability to deliver anti-poaching initiatives in the field as well as high level policy outcomes; 
  • Strong working knowledge of law enforcement, anti-poaching and wildlife crime scenario as well as political and policy making processes within Central Africa;
  • Significant experience in nature conservation, knowledge of biodiversity policy trends, and understanding of effective law enforcement's role in reducing poaching of critically endangered species.

Mission of the Department

This position provides global expertise to the WWF Biodiversity Practice (BP), primarily to Outcome 2 – “Overexploitation prevented” (delivered through the Wildlife Crime Area of Collective Action and Innovation – ACAI). The Biodiversity Practice has a goal that the world's most iconic and endangered species are secured and recovering in the wild. The position will work closely with the WWF Wildlife Crime ACAI and will lead the Wildlife Crime Hub in the Congo Basin, a collaborative initiative between WWF and TRAFFIC to deliver the outcomes (2) of Biodiversity Practice in Central Africa.

Responsibilities

The position will lead the following duties and responsibilities: 
  • A. Coordination, policy level responsibilities, advocacy and partnership/coalition building 
  • Ensure coherency and complementarity with other Regional Hubs, TRAFFIC and with the WWF Network (especially the Biodiversity Practice Core Team, Ethical Law Enforcement, and the WC ACAI coordinator); 
  • Establish partnerships with national and international organizations, coordinate regional policy and advocacy efforts (e.g. CITES and UNCAC). 
  • Coordinate the rollout of the zero-poaching framework in Central Africa and collaborate with government and NGO partners to promote the approach regionally. 
  • Promote learning and sharing at inter-country, inter-regional, and international levels as a means of fast-tracking proven approaches, methodologies, and tools. B. Site based enforcement
  • Coordinate the development and implementation of priority anti-poaching activities under the Zero Poaching framework for Central Africa, promote the national rollout of tested tools and technologies.
  • Lead the implementation of community-based crime prevention recommendations, coordinate with stakeholders like INTERPOL for LEM activities in priority landscapes and oversee anti-poaching and ethical law enforcement projects in transboundary areas, focusing on TNS, TRIDOM, and Lac Tumba/Mai Ndombe. C. Ranger Welfare 
  • Promote quality ranger training institutions in Central Africa by partnering with leading global colleges and using best practice materials. 
  • Represent WWF Central Africa region in IRF, GRAA and other ranger related meetings at national, regional and international level. D. Intelligence led enforcement 
  • Support the development and rollout of WWF operational guidelines for ethical law enforcement, provide legal expertise for effective judicial follow-up on wildlife cases, and assist in investigating ranger conduct and human rights allegations. E. Program development & monitoring 
  • Support WWF offices and TRAFFIC with technical expertise in fund raising initiatives;
  •  Coordinate monitoring the impact and progress of the Zero Poaching activities. 
  • Facilitate capacity building and knowledge sharing on new technologies. 
  • Enhance visibility of Hub activities and priorities through internal and external communication. bying the national governments to improve ranger conditions; 
  • Represent WWF Central Africa region in IRF, GRAA and other ranger related meetings at national, regional and international level. D. Intelligence led enforcement 
  • Work closely with TRAFFIC to promote the intelligence led enforcement work in Central Africa priority landscapes and beyond; 
  • Supervise the integration of SMART and i2 data bases for proactive law enforcement in field;
  • Support the development and roll out of Practical operational guidelines for ethical Law Enforcement across priority landscapes; 
  • Provide legal expertise of effective judiciary follow-up of wildlife cases in priority 
  • Landscapes. 
  • Support investigations of cases related to ranger conduct, human rights allegations by law enforcement E. Project Proposals development & monitoring 
  • Provide technical inputs to WWF offices in drafting project proposals and monitoring of the same whenever requested;
  • Help Biodiversity Practice focal points and WC ACAI team members in gathering data for monitoring of WC ACAI progress across the priority landscape; 
  • Manage and adapt procedures for monitoring the impact and progress of the Zero Poaching activities. F. M&E, data analysis and reporting 
  • Work with TRAFFIC focal points to ensure standardization of planning and monitoring frameworks to allow coordination and capturing of WWF/TRAFFIC activities and achievements in the CB region; 
  • Work with TRAFFIC to consolidate and submit annual data and achievements of affiliated COs to WWF and TRAFFIC relevant stakeholders for cumulative consolidation of joint African activities and sharing with the overall WWF/TRAFFIC Global Wildlife Crime Community. 
  • Work with COs and WWF international to ensure implementation of ethical law enforcement tools, such as the Due Diligence tool and supporting guidance to mitigate risks from law enforcement. G. Fundraising 
  • Coordinate and support fundraising efforts at both regional and national-level in support of the WWF and TRAFFIC wildlife crime projects and programs; 
  • Assist COs with the identification of prospective donor agencies and funding partners in the wildlife crime sector. H. Capacity building 
  • Identify and facilitate internal and external capacity building and knowledge sharing regarding appropriate new technologies of relevance to countering poaching and trafficking of wildlife products, and ranger conduct I. Communication 
  • Work with TRAFFIC focal point to ensure visibility of activities undertaken under the Hub; 
  • Identify important communication messages and audiences based on the Hub’s work; 
  • Help the communication team in developing appropriate communication tools pertaining to WC Hub and other WWF wildlife crime related projects/programs 
  • Provide regular information from the field to the communication team for social media and other communication mediums.
