The Doctoral Program in Governance at the Hertie School of Governance is open to applicants with an exceptionally strong master's degree (or equivalent) in economics, law, political science, sociology, public administration, management, or related fields. The doctoral program starts each year at the beginning of September with a group of around ten doctoral students. 

Applicants are generally informed within two months of submitting their application.

About the Hertie School of Governance Doctoral Scholarship: With a doctorate earned through the Doctor of Governance program, students are at the cutting edge of social science knowledge in a field that has become one of the hottest areas of research most important and most dynamic. It brings together perspectives from economics, political science, law and sociology and demands excellence in qualitative and quantitative methodologies. It is problem-oriented, both in the theoretical and practical sense. Above all, the field of governance is inherently comparative, international and policy-oriented.

Eligibility 
  • The program is designed for students interested in understanding fundamental issues and models of governance at the highest levels of academic research. 
  • Applicants must have a very strong foundation in one of the disciplines represented at the Hertie School of Governance – economics, law, political science, sociology as well as public administration/management and related fields. 
  • They must be open to interdisciplinary research and comparative perspectives, because questions of governance and public policy generally transcend the boundaries of academic disciplines.
Selection criteria: Applications that pass the first stage will be evaluated by two internal evaluators. They identify possible thesis directors (based on the candidate's proposal) and evaluate the different elements of the file: 
  • Quality and adequacy of the research proposal 
  • Academic performance and references 
  • CV and cover letter

Hertie School of Governance PhD Scholarship Value 
  • The Hertie School of Governance does not charge tuition fees for its doctoral programs, but seeks to ensure that all admitted applicants have the financial means to support the three-year doctoral program in Berlin. It therefore offers 10 living allowances of 1,250 euros per month (including 100 euros for research and travel) for a period of three years. 
  • The Student Affairs team (studentaffairs[at]hertie-school[dot]org) offers support with administrative matters such as visas, residence permits, health insurance, etc.
