For WWF Cameroon Coastal Forest Program, we are looking for a dynamic and committed Junior Accountant .

Duration: Two (02) years

The mission of the department

In pursuit of her vision of a future with healthy ecosystems and thriving biodiversity supporting people and driving sustainable development in Cameroon, WWF Cameroon (WWF CCO) went into partnership with the Programme for the Sustainable Management of Natural Resources – South West Region (PSMNR-SWR). The partnership is currently in its fifth phase, covering the period 15 September 2023 to December 2025. The goal of the Programme is to contribute towards the preservation of high-value ecosystems in South-West Region, thereby contributing to improved livelihoods of the surrounding communities in a sustainable manner. The purpose is sustainable forest and wildlife management by affected stakeholders for their benefit, with special emphasis on the poorer segments of the local populations.

In a spirit of excellence, integrity, and dedication, the Finance and Administration Department is committed to providing timely, accurate, clear and complete information, and support for Conservation Department’s overall goals to be achieved by the Cameroon Country Office (CCO).

Major Functions

To ensure sound financial processes are in place to deliver transparent accounting, accurate & timely cash flow management, timely, consistent and accurate financial reporting and analysis, maintenance of financial records and adequate internal financial controls practices/systems, assist in risk identification and mitigation in the CFP office and provision of assistance on other accounting and Administrative related functions for the PSMNR project.

Major Duties and Responsibilities

Business planning processes
  • Participates in the PSMNR budgeting process and ensures that operational plans are consistent with the approved budgets.
  • Review PSMNR work plans/budget and keeps records of budget and budget modifications on file. 
  • Prepares monthly budget vs actual analysis for PSMNR project and share with PA.
  • Ensures that PSMNR purchases and payments are within budget before processing.
 
Accounting and treasury
  • Ensure that Cost recovery amongst projects is applied on a monthly basis based on the agreed budget/requirements with PSMNR as indicated in the MoU and invoices for salaries, management fees and other purchases recovered on time and accurately.
  • Ensure accurate cash flow management for PSMNR project with minimal errors. 
  • Assign codes to data with the help of the OL master chart of accounts and the PSMNR chart of accounts as appropriate.
  • Reviews and signs all PSMNR vouchers (cash disbursement, cash receipt, journals) for completeness, accuracy and consistency with attached supporting documents in compliance with the PSMNR and/or WWF procedures.
  • Review mission justification vouchers to validate expenditure and ensure reimbursement of mission balances or payment of mission surpluses.
  • Process payments and journal vouchers based on approved payment request, statement of account, invoices, Purchase Orders, etc. through the accounting software (Oracle Light) on time and in accordance with the PSMNR manual of procedure, Field Operations Manual and other donor procedures.
  • Monitor/Manage PSMNR related transactions to partners (Conservators and others).
  • Ensure compliance with local regulatory and tax legislation in respect of financial matters. 
  • Keep and update bank details and bank accounts signatories for the PSMNR bank accounts.
  • Maintains the bank book and petty cash statement and ensure that there are sufficient funds before issuing out checks.
  • Ensure petty cash replenishment is done as required and make sure that the impress after replenishment and at the end of the month is strictly respected.

Financial reporting and analysis
  • Prepare monthly Sun System reports, scan all supporting documents and ensure timely submission of the reports to PSMNR
  • Perform reconciliation between the OL, GL and the Sun System reports and flag up variances.
  • Refresh the GL of PSMNR projects, R3F and Noetix reports for various analysis 
  • Prepare bank reconciliations for PSMNR project and conduct analysis of general ledger balance sheet accounts like staff advances, advances to partners, staff loans and inter-office transactions and ensures that correct entries are posted to zero out these accounts 
  • Files all PSMNR Disbursement/Journal Vouchers systematically no later than the 10th of the following month, with all supporting documents attached and duly stamped with PAID, date and check number indicated. Re-file all Vouchers taken out for Audit or control process 05 days after the end of process.
  • Maintain proper control over various financial records such as commitments and expenditures against budgeted amounts; initiate actions related to the following: general financial information, travel payments, expense claims and procurement transactions;
  • Verify vendor claims for accuracy and conformity with WWF finance rules and regulations; perform claim verifications against documentation to ensure that purchases/services are properly authorized and that goods have been received or services rendered; and ensure timely recording and processing of vendor invoices in Oracle;
  • Maintain PSMNR asset register and reconcile the register to the GL on a monthly basis. 

Internal financial controls
  • Provide support to PA in ensuring that appropriate financial control processes, procedures and systems are in place and adhered to in the WWF CCO Policy
  • Follow up finance-related audit actions for the PSMNR project.
  • Assist PA to identify and mitigate risk in CFP Office.
  • Perform other related duties as required.

Profile

Required Qualifications
  • Degree in Accounting/finance or related field and/or a professional accounting qualification is required;
  • At least Three (3) years of progressively professional experience in financial accounting, preferably in an international organization (NGO or Company);

Required Skills and Competencies
  • Proficient in computer skills and use of relevant software and other applications, e.g. word processing, spreadsheet, database, web-based system
  • Strong analytical thinking
  • Knowledge of spreadsheets and database software;
  • Ability to understand and apply current accounting guidelines, system updates and revisions, and policy changes;
  • Ability to reconcile and/or balance financial transactions and accounts;
  • Ability to assist others in solving work problems;
  • Communication skills, appropriate to the audience
  • Strong team-building and motivational skills
  • Strong negotiating, facilitating and influencing skills
  • Working knowledge of written and spoken English and French.

Internal: CCO Finance staff, Finance and Administration Manager, WWF Cameroon managers and project staff.
