Duties and Responsibilities:
• Prioritization and Alignment
• Helping to organize and support the implementation of the various pieces of
analytical work that will be required for the Investment Case (IC) and/or
rapid prioritization processes
• Supporting the GFF Government Focal Point in finalizing the IC and the
associated Results Framework and updating it when necessary.
• Leading a systematic process to design and periodically assess the validity,
progress and outcomes of the priorities and reform processes of the IC and/or
rapid prioritization plans
• Working with the Government to monitor government expenditures with respect
to IC and annual operational plan priorities. In this work, the consultant may
be supported by a public financial management consultant.
• Support and facilitate the process of institutionalization of resource
mapping, costing and expenditure tracking using resource mobilization and
expenditure tracking and help to disseminate results.
• Liaising with the GFF Secretariat country Focal Point to identify technical
expertise that may not be available in-country for the development of the and
implementation of the IC
• Integrate monitoring of the IC with broader health sector and multisectoral
monitoring plans, processes and reviews, as appropriate
• Helping the government to iteratively map resources and stakeholder
investments to support better alignment of the budget, monitoring frameworks
and plan
• Coordination
• Support the Government to identify and/or form a country platform in
countries that are joining the GFF and ensure that all relevant stakeholders
are well informed about the GFF purpose and process.
• Support the Government to convene the multistakeholder country platform
meetings and produce minutes with time-bound action plans in support of the IC
• Identify and map technical and political forums for advocacy and decision
making on RMNCAHN-G and broader health resource allocation, tracking and
course-correction for IC implementation at national and subnational levels, as
appropriate
• Engage, as and when appropriate, in regional forums such as the RECs
(Regional Economic Communities) established by the African Union on DRM or
Lusaka agenda.
• GFF Secretariat Support
• Provide status reports on the use of GFF Trust Fund investments for IC
development and supervision
• Provide quarterly input into the GFF Country Engagement platform in
coordination with the GFF country focal point and health financing and results
specialists.
• Support preparation of Country Engagement Strategy Review and updates
• Collaborate with GFF Secretariat results specialists to support data use at
all levels.
• Provide logistical and administrative support for GFF Secretariat Missions
and in-country operations.
• Provide ongoing orientation and technical assistance to the GFF Government
focal point on key areas relevant to the GFF portfolio
• Country Communications
• Using a standardized template, producing and disseminating communication
materials (e.g., newsletter, country brochure/factsheet) to ensure that all
stakeholders are well informed of the GFF purpose, process, engagement and
support in-country.
• Participate in GFF multi-media missions, as needed
• Conduct meetings with financiers/donors/civil society/other stakeholders if
needed to ensure alignment and secure additional financing for priorities over
time.
• Support for World Bank processes and programs
• Support GFF Focal Point to ensure effective and timely use of BETF resources
for development and monitoring of a ‘living’ prioritized Investment Case
• Organize meetings with partners for GFF Secretariat and WB staff involved in
the GFF to improve coordination and communication on priority programs as
needed.
• Support World Bank task teams in project operations including but not
limited to project identification, preparation, implementation, supervision
and completion processes
• Support WB Country office and Task Team Leads in their stewardship function
in support of GFF co-financing
Selection Criteria
• Minimum Education/Work Experience: Master’s Degree in a field revenant to
the work of the GFF (e.g., Public Health, Public Administration, Economics,
Health Economics or any other relevant field). At least 10 years of work
experience in RMNCAHN-G and/or health systems strengthening or other areas
that require strong results-focus and coordination of stakeholders
• Demonstrated experience in effective coordination and stakeholder
engagement, including government, donors, development partners, civil society,
youth and the private sector.
• Proven leadership skills, including ability to; identify opportunities for
leverage; foster collaboration, trust and accountability; serve in a
representational role and support administrative and convening processes
• Strong organization skills with ability to multi-task and prioritize actions
with attention to detail.
• Basic ability to analyze data to advocate for evidence information
decision-making, identify outliers, develop data-driven plans of action, etc.
• Proficiency with problem-solving including risk identification and
management, conflict management, negotiation.
• Strong communication skills, written and verbal in French with an ability to
adapt information for different audiences to convey project goals, objectives
and operations and convey messages diplomatically. Fluency in English in as
asset.
• Knowledge of GFF-related systems in the country (e.g., health, social
protection, education, etc.)
• Experience working in reproductive, maternal, newborn, child and adolescent
health/nutrition or health financing would be an asset
• Experience with or understanding of GFF and/or World Bank operations would
be an asset.
• Knowledge of IT programs used for data collection, analysis and
visualization would be an asset

Social Development Specialist

The main roles and responsibility of the environmental and social risk
management unit include the following:
Leading in ESF implementation and innovation
• Provide E&S thought leadership and implementation expertise for strong
E&S outcomes in (the respective region).
• Contribute to identifying innovative ways to embed E&S sustainability in
country programs
• Actively participate in Knowledge exchanges and other joint initiatives
across the WBG, liaising closely with relevant IFC and MIGA E&S managers.
• Promote quality results, including through review of relevant E&S
systems at the project level and associated documentation
• Provide feedback and suggestions to the Regional Planet Director and the WBG
Policy and Operations unit, and, as necessary, to the WBG Risk Unit to further
improve the Region’s and the WBG’s E&S work respectively.
Identifying and managing E&S risks systematically
- • Set up and manage effective risk management systems in the region
- • Play key role in regional risk management system overseen by the RVP
- • Ensure setting up of adequate GRMs and regular E&S monitoring and reporting in all operations
- • Contribute actively to CMU Stakeholder Platforms, engage with key CSOs active in the Region, and flag any risk flags that emerge in these discussions
Building country / client E&S systems and capacity
• Promote strengthening of country / client E&S management systems
• Carry out overview assessments and promote use of borrower E&S
frameworks
• Promote potential operations / components to strengthen client E&S
management systems
• Collaborate with external partners, including bilateral development
organizations and other MDBs, on strengthening client E&S management
systems and capacity.
Streamlining procedures, enhancing focus on implementation
• Help deliver the regional lending program with a focus on embedding E&S
issues in client operational systems – bidding documents, operations manuals,
sector directives etc.
• Operationalize all the flexibility available in the ESF
• Promote efficiency and effectiveness measures in the delivery of E&S
services, linked to broader OEE work at the regional level
