The delegation of the International Committee of the Red Cross for Central Africa in Yaoundé is looking for one (01) qualified candidate to strengthen the team of the "Economic Security" department, as indicated below.

- Position: Economic Security Field Officer 3 (M/W)
- Location: Yaoundé with frequent visit to Kousseri, Maroua, Buea and Bamenda
- Type of Contract: 12 months (Cameroonians only)
- Starting Date: As soon as possible (Internal and External)
- Contributes to the analysis and understanding of the humanitarian situation in the ICRC's areas of operation by participating in initial assessments and data collection and, on the basis of the findings, defines options for intervention and assesses the most appropriate and feasible type of support, in cash or in kind.
- Contributes to the elaboration of Strategic Plan, the Operational Plans, and the Planning for Result in the field of Income/Cash support in Cameroon.
- Prepares/ensures the implementation, monitoring and evaluation of various ICRC operations mainly interventions related to cash and markets support in Cameroon.
- Supports ICRC cash transfer interventions in Buea and Bamenda SDs. To this end, he/she will work closely with Logistics and Administration to ensure that all processes are carried out in accordance with institutional guidance and procedures.
- Contribute to staff capacity building and coaching for staff involved in the implementation of cash transfer and/or market-based programme activities.
- In collaboration with EcoSec Team and other A&E colleagues, contribute to improve program and project efficiency and effectiveness, decision making and learning process during the project cycle through the harmonization and dissemination of data collection and reporting analysis and evidence tools.
- Support Ecosec teams and strengthen their capacity in using all available tools and platforms (Device Magic, PAM, etc.) during the initial assessments, implementation, and monitoring/evaluation of Ecosec interventions. Produces timely and concise internal reporting as required such as, Field Trip Reports (FTRS), Assessment and evaluation reports, Minutes of Meetings (MoMs) and contributes to Quarterly reports.
- Oversees Distribution Tracking compliance, obtained by collecting the necessary documents from the field after each economic security assistance. The statistics produced must correspond to other documents including Supply Request(SR), packing lists etc. Ensures an efficient classification of reports and documents resulting from the project cycle.
- Work closely with Log and Admin and act as EcoSec focal point for procurements and the collaborative demand process (CDP)
- In collaboration with the cash and markets specialist, contribute to elaborating guidelines on SMS, MEI and VTC programs in Cameroon to improve and streamline operations; and support implementation of cash-based programmes while acting as focal point for vocational training for EcoSec Cameroon.
- Master's degree in economy, Social Sciences, Agriculture/Agroeconomics or a similar field.
- At least 6 years' experience working with Humanitarian organizations, especially international organizations.
- Proven ability to manage Programs/project cycle, from the initial assessment to final evaluation.
- Knowledge of the Economic Security, food security systems, cash and markets and resilience programming.
- Strong professional experience in Cash transfer interventions and working with Service Providers.
- Very good command (oral and written) of English and French.
- Ability to create and maintain a network with local partners.
- Good knowledge of the social and cultural context of the Far North, North-West and South-West regions.
- Ability to take initiatives and fulfill responsibilities independently.
- Availability and flexibility for frequent field missions (40% field-based position).
- Motivated, patient and pragmatic. Ability to handle confidential information, sense of professional discretion.
- Organizational skills, good leadership skills, rigor, and ability to work as part of a team.
- Good communication skills, ability to analyze/summarize and write clear and concise reports.
- Very good knowledge of IT tools including Word, Excel, Power Point, and other related dbase software.
