The delegation of the International Committee of the Red Cross for Central Africa in Yaoundé is seeking for its services One (01) qualified candidate to strengthen the team of the "Management" department according to the indications below:

Location: Bamenda (North West - Cameroon)

Contract type: 12 months, Fixed-term contract (Cameroonians only)

Starting date: As soon as possible

(Internal and external)

PURPOSE

Under the supervision of the Head of Sub-Delegation (HOSD) and in collaboration with the various operational departments, the HoSD Assistant contributes to the planning, implementation, and monitoring of the response to humanitarian needs in the ADR of the sub-delegation.

Main Responsibilities
  • Collect information on the political, humanitarian, socio-economic and political situation, analyze them and ensure regular monitoring of the situation in the sub-delegation's coverage area;
  • Maintains and develops, under the supervision of the HoSD, a network of interlocutors among the actors of influence in the region, within the civil and security, tribal and traditional authorities, political parties as well as supporting the HoSD and delegates in the development and maintenance of a network of weapon bearers; 
  • Contributes to the analysis of the dynamics of armed violence and its humanitarian consequences; 
  • Regularly updates a stake-holder analysis (database of key interlocutors and influential actors);
  • Participates in meetings with the authorities, the humanitarian framework alongside the HOSD and supports the reporting of the sub-delegation with these interlocutors;
  • Contributes to the identification and understanding of the humanitarian problems of people affected by armed violence;
  • Prepare, organize, and participate in multidisciplinary assessments (Protection. Economic Security, Water and Habitat, Health, Cooperation and Communication/Prevention);
  • Assists the HOSD in the management and implementation of the security institutional framework;
  • Support and assist the HOSD by contacting the network of key interlocutors (e.g., telephone calls/security check-in) of the sub-delegation with the aim of monitoring the current situation and confirming security guarantees for ICRC teams on field missions;
  • Support the risks mapping and their monitoring:
  • Participates in the definition of the priorities of the Sub-Delegation;
  • Contributes to the drafting of regular various written reports (field mission reports, interview minutes, relevant thematic message, analysis reports, etc.);
  • Contributes to the reporting of internal and external meetings; writes the minutes of the meetings in which she/he participates and puts them in the allocated folders.

Required knowledge and experience
  • Master2/Doctorate in International Relations, Political Science, Law, Communication, Management, Conflict Studies, or similar studies;
  • Excellent knowledge of the context of the North West of Cameroon;
  • Minimum of 5 to 6 years of experience in the humanitarian field;
  • Good knowledge of English (oral and written), Pidgin and French;
  • Knowledge of other local languages would be an asset,
  • Good knowledge of computer software including Microsoft Windows and Office (Word, Excel etc):
  • Proven ability to communicate and good listening:
  • Excellent analytical and reporting skills;
  • Ability to work independently and take initiative;
  • Discretion, flexibility, self-confidence, and availability; Ability to interact with various actors and interlocutors.
