The delegation of the International Committee of the Red Cross for Central Africa in Yaoundé is looking for one (01) qualified candidate to strengthen the team of the "Water & Habitat" department, as indicated below:

Position: Water & Habitat Generalist Project Officer (W/M)

Location: Buea (Southwest Cameroon)

Type of Contract: 12 months, Fixed-term contract (Cameroonians only

Starting Date: As soon as possible

RespResponsibilities

Is in charge of specific engineering projects at the level of preparation, organization, implementation and monitoring (emergency activities, rehabilitation of water supply system, sanitation solutions, hygiene promotion, shelter activities; Participates in needs assessments and surveys and prepare a full report for any evaluation or project;

Prepares all documents (forms, maps, books, etc.) and necessary materials before carrying out evaluation of projects in the field;

Draws and develops plans and specifications (drawings, bills of quantities, technical specifications, cost estimate, implementation schedule, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary;

Under the supervision of his supervisor, prepares all relevant contractual documentation in line with financial and logistic rules and procedures;

Organizes and supervises field teams and small number of contractors working with their equipment on project sites and conducts quality control of infrastructure installed by the ICRC;

Supervises progress of works or projects for which he/she is directly responsible and ensures the achievement of objectives;

Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC; Administers hand-over of ICRC-provided infrastructure to end-users and prepares implementation/progress reports; Contributes to ensuring a complete "project cycle" reporting, with a financial analysis, a description of the project, comments on the strong and weak points and an analysis on the achievement of the objectives for any project for which he is responsible;

Participates in the financial monitoring of projects assigned to him, by carrying out a monthly assessment and by notifying his supervisor.

Required knowledge and experience.

  • Master's degree in civil, structural or hydrological/hydraulic engineering, architecture or similar;
  • Proficient in use of drawing software, MS project, spreadsheets, etc. if working in construction and hydraulic engineering;
  • 3-5 years' professional experience in a related field of activity;
  • Good knowledge of water and sanitation or construction engineering;
  • Good understanding of context and humanitarian needs in Northwest and Southwest regions;
  • Fluency in written and spoken English. Knowledge of written and spoken French is an asset.
  • Excellent command (spoken and written) of local language(s);
  • Good knowledge of IT tools (good knowledge of MS Office, particularly Excel);
  • Sense of organization, rigor, and method;
  • Ability to work in a team, to adapt and learn, to plan, organize and evaluate, to analyse and synthesize, to work independently and with integrity;
  • Discretion and ability to work in a multicultural environment.
