Infrastructure Practice Group
Globally, one billion people live more than 2 kilometers from all-weather roads, 685 million people lack electricity, and nearly 4 billion people lack Internet access. Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Practice Group within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. Global Facility for Disaster Reduction and Recovery (GFDRR) and the City Resilience Program (CRP) The Global Facility for Disaster Reduction and Recovery (GFDRR), established in 2006, is a multi-donor partnership and grant-making financing mechanism. It contributes to the implementation of the Sendal Framework for Disaster Risk Reduction by supporting on-the-ground technical assistance to help developing countries integrate Disaster Risk Management and climate change adaptation into development strategies, policies and investment programs. The City Resilience Program (CRP) is a partnership between the World Bank and GFDRR aimed at informing and increasing financing for urban resilience across World Bank Operations. The CRP is supported by the Swiss State Secretariat for Economic Affairs (SECO), and the Austrian Federal Ministry of Finance (Bmf).
CRP pursues three strategic objectives:
- Providing cities with increased access to services and tools to effectively plan for resilience planning and investments.
- Facilitating cities' increased access to multiple sources of financing to ensure that more investment in resilience can materialize.
- Enabling cities to leverage global partnerships for Resilience, concentrating on advocacy and convening global expertise in order to strengthen their capacity to deliver on their resilience objectives.

The World Bank's office in Paris is seeking a Communications Analyst Short-Term Consultant, who will plan, develop, implement and follow up on effective communications and outreach strategies to improve operational outcomes, as well as to raise awareness and understanding about, and improve the position and support for, the City Resilience Program.
The Communications Analyst's major responsibilities include, but are not limited to the following:
- Ensure strategic and timely flow of information and key messages about the CRP's results and impact, its operations, and its analytical work to key external and internal audiences;
- Work closely with the CRP team, the GFDRR communications team, and Task Team Leaders to organize communication plans, social media content, briefing notes, talking points; major conferences and seminars; print media, and other communications-related activities;
- Write and/or oversee the preparation, production, and dissemination of both routine and complex outreach products (e.g, backgrounders, powerpoint presentations, brochures, Q&As, videos, websites, speeches, briefing notes, feature stories, etc.) that promote the image of the CRP to key internal and external audiences;
- Provide regular communication support to program operations with the guidance and support from the CRP team, including working with the team towards; (i) making communication based inputs into the upstream reviews, (ii) helping task teams to implement the communication aspects of the operations they manage, and (iii) promote the CRP by using its knowledge products etc.).
- Monitor, analyze, and archive social media content, knowledge products, missions, workshops, events, photos, videos, written/recorded testimonials.
- Review and editing of GFDRR's and CRP donors' communication and outreach.
- Coordinate meetings and drafting of meeting minutes for the CRP Staff and EU donors.
- Research and monitoring of current and upcoming donors priorities and budget in the climate adaptation and disaster risk management space, with a specific focus on European donors.
Education: Bachelor's degree in communications, Journalism, Public relations or a related field.
Experience:
- At least three years of similar work experience is required. Candidate should be able to work independently with minimum supervision and guidance from supervisors. Demonstrated and extensive social media experience is an added advantage.
- Excellent written and oral English communication skills are required. Knowledge of French or other languages is an asset. He/she should have advanced working knowledge of MS Office (Word, Powerpoint, Excel and Publisher). Candidates with basic design and layout skills and adept in using Adobe Photoshop are an added advantage. Demonstrated and extensive social media experience is an added advantage.
- Content Development - Previous experience as a communications specialist; Very good ability at communicating with internal and external partners, and can articulate their communication needs; Has moderate experience in and/or demonstrates proficiency at a level sufficient to take responsibility for the development of communication materials.
- Content and Style Editing - Excellent written communications skills; has experience in and/or demonstrates substantive working or functional proficiency level sufficient to write, rewrite, or edit complex communications products for purposeful structure, clarity of ideas, and the logical, persuasive presentation.
- Social media, Information Channels, and Communication Tools Awareness - Has moderate experience in and/or demonstrates familiarity with and working knowledge of media channels and tools.
- Communication Strategy, Planning, and Execution - Has moderate experience in and/or demonstrates a working or functional proficiency level sufficient for the planning, development, and execution of a communication strategy in support of defined objectives.
- Conceptual and research/analytical skills - Has the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations.
- Communication in International Development - Understanding of relevant international development topics; Some knowledge of social, political, and development issues in Climate Change or Disaster Risk Management or International Development is an asset.
