Hold nationality from one of the following countries: Syria, Jordan, Lebanon, or Palestine, and be permanently residing in one of them
- Exception: Syrians residing outside these countries are also eligible
- Have completed an undergraduate degree or be in the final year of undergraduate studies

- Commit to returning to their home country after completing their studies
