Responsabilités du poste :
Sous la supervision du directeur national des finances et la supervision
générale du chef de l'administration et des finances, voici les principaux
résultats attendus.
- Gérer et répondre à toutes les demandes et questions relatives aux impôts reçues de la Direction Générale des Impôts (DGI).
- Récupérez et téléchargez depuis Informations Tracking Systems (ITS) toutes les factures payées et les avis de paiement correspondants du système WINGS pour la période de janvier 2025 à décembre 2026.
- Veillez à ce que toutes les factures soumises au service des comptes fournisseurs soient transmises aux unités de dépenses respectives dans un délai d'un jour suivant leur réception.
- Assurer la fonction de responsable suppléant de la petite caisse en cas de besoin afin de garantir la continuité des opérations.
- Vérifier les créances des fournisseurs, les avances et autres créances, tout en veillant au respect des procédures d'approvisionnement applicables, afin de faciliter les paiements aux fournisseurs en temps opportun, conformément aux politiques et réglementations financières du PAM.
- Contribuer à la collecte et à la consolidation d'informations provenant de diverses sources en vue de la préparation des rapports budgétaires, comptables, financiers et statistiques.
- Extraire, formater et valider les données des systèmes de gestion financière, identifier et signaler rapidement toute anomalie ou inexactitude au superviseur et assurer le suivi des mesures correctives.
- Effectuer les tâches administratives liées au suivi et à l'enregistrement des immobilisations, de la consommation de carburant et des dépenses en pièces détachées pour véhicules et générateurs, en veillant à ce que les bases de données concernées restent exactes et à jour.
- Maintenir le système de suivi en ligne des factures et des transferts de paiement, en veillant à ce que tous les documents justificatifs soient correctement enregistrés, classés et conservés conformément aux normes et procédures du PAM.
- Surveiller et enregistrer les dépenses par rapport aux budgets approuvés afin de garantir une répartition précise des coûts et le traitement rapide des paiements aux fournisseurs, aux bénéficiaires de subventions et aux autres prestataires de services.
- Fournir des conseils, un encadrement et une formation en cours d'emploi au personnel de soutien afin de promouvoir une prestation de services cohérente et le respect des normes et procédures requises.
EXPÉRIENCE SOUHAITÉE
Possède une expérience en matière de collecte et de suivi des données
financières relatives aux projets et programmes, d'évaluation de leur santé et
de leur situation financières, et de communication des résultats aux hauts
dirigeants.
QUALIFICATIONS ACADÉMIQUES MINIMALES STANDARD :
Formation : Diplôme d’études secondaires. Un certificat d’études
postsecondaires dans le domaine fonctionnel concerné est souhaitable.
Langues : Maîtrise (niveau C) de l'anglais et du français.

Programme Policy Officer (Gender, Protection & School Feeding)

Cameroon has recently validated and officially adopted its National School
Feeding Strategy (NSFS), marking a significant milestone and demonstrating
strong Government commitment to institutionalizing school feeding as a core
social protection and human capital development instrument. The Government has
also begun developing a comprehensive set of operational tools to support the
implementation of a national school feeding programme, including measures to
enhance girls’ enrolment, attendance, and retention in school. In
collaboration with WFP, the Government is intensifying resource mobilization
and strengthening partnerships to achieve its goal of reaching 1 million
children by 2030, while leveraging school feeding as a catalyst for improved
educational opportunities and gender equality.
The Government’s priority in implementing the National School Feeding Strategy
is to promote gender equality by ensuring the equitable participation and
benefits of girls and boys, women and men, throughout the programme cycle. On
the demand side, school feeding contributes to improved enrolment, attendance,
retention, and learning outcomes for girls by reducing household costs and
addressing barriers that disproportionately affect their access to education.
On the supply side, the programme seeks to increase women’s economic
empowerment by promoting their participation in the production, aggregation,
processing, and supply of food to schools, strengthening their role in local
food systems, shortening supply chains, increasing their bargaining power, and
enabling greater direct access to institutional markets through school feeding
programmes. By addressing barriers that disproportionately affect girls,
school feeding serves as an important tool for promoting gender equality and
enhancing educational outcomes for all children.
In this context, WFP seeks a qualified School Feeding and Gender Officer to
support WFP and the Government of Cameroon in strengthening the evidence base
on the links between school feeding, gender equality, and educational
outcomes. Based at WFP and working in close collaboration with MINEDUB and
other relevant Government stakeholders, the Officer will lead and support
research, analysis, and knowledge generation on barriers affecting girls’
education, as well as the contribution of school feeding programmes to
improving enrolment, attendance, retention, learning outcomes, and women’s
economic empowerment. The Officer will generate evidence and strategic
insights to support resource mobilization efforts, the development of concept
notes and funding proposals, and the design of gender-responsive programmes
that promote girls’ education and women’s empowerment. The Officer will also
support stakeholder coordination, monitoring, documentation of lessons
learned, and the integration of evidence into policy dialogue and programme
design to advance a gender-responsive national school feeding programme in
Cameroon.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Head of the Gender, Protection, Social Protection
and School Feeding Unit, the School Feeding and Gender Officer will be
responsible for supporting the development and implementation of
gender-responsive school feeding programmes in Cameroon. Responsibilities and
deliverables during the two-month assignment will include:
1.Conduct a desk review and analysis of existing evidence on the linkages
between school feeding, gender equality, girls’ education, women’s economic
empowerment, and social protection in Cameroon and comparable contexts.
2.Identify key barriers affecting girls’ enrolment, attendance, retention, and
learning outcomes, and assess how school feeding interventions can contribute
to addressing these barriers.
3.Review existing school feeding programme monitoring frameworks, tools,
indicators, and reporting systems, and propose recommendations to strengthen
gender-responsive monitoring, accountability, and learning.
4.Analyze available programme data, including sex-disaggregated data, to
identify trends, gaps, and opportunities for improving educational and gender
outcomes.
5.Develop evidence-based recommendations to strengthen the integration of
gender considerations into the National School Feeding Strategy and related
implementation tools, guidelines, and operational frameworks.
6.Support the design and implementation of research, assessments, and data
collection activities related to school feeding, gender, and education.
7.Develop training materials, facilitator guides, and practical tools to
support the integration of gender equality and girls’ education considerations
into school feeding programming.
8.Organize and facilitate training sessions and capacity-strengthening
workshops for WFP staff, Government counterparts, and other stakeholders on
gender-responsive school feeding approaches.
9.Prepare knowledge products, briefing notes, policy papers, presentations,
and advocacy materials highlighting the contribution of school feeding to
girls’ education, gender equality, and women’s economic empowerment.
10.Support the development of concept notes, funding proposals, donor briefs,
and other resource mobilization materials aimed at expanding investments in
gender-responsive school feeding and girls’ education programmes.
11.Contribute to the design of innovative programmes and interventions that
leverage school feeding to promote girls’ enrolment, attendance, retention,
learning outcomes, and women’s economic empowerment.
12.Perform any other task related to the successful implementation and
learning objectives of the school feeding programme as required.
13.Document good practices, lessons learned, and implementation challenges to
inform programme improvement and policy dialogue.
