What the programme covers

Mundus MAPP is a two-year joint Master's degree. You spend the first year at one university and the second at another, depending on the track you choose:

  • CEU then IBEI — Global public policy
  • CEU then York — European public policy
  • ISS then IBEI — Political economy and development
  • ISS then York — Governance and development

The curriculum includes an internship, a study trip, and a thesis. The degree is awarded jointly by the two universities you attend.

The Erasmus Mundus (EMJM) scholarship pays €1,400 per month to help cover travel, visa, settling-in costs, and daily living. It includes a full tuition waiver, and the consortium also pays for health insurance.

There is also a track-specific institutional scholarship: 50% of tuition fees, with no monthly allowance. A useful fallback if you do not secure the Erasmus Mundus award.

Looking at other Erasmus Mundus options? Compare this one with the Erasmus Mundus EMMIR Master's scholarship in migration studies.

Who can apply

  • A bachelor's degree of at least three years, with a GPA of at least 3.17 out of 4 (or an equivalent grade).
  • Social science graduates are preferred. Natural science and engineering degrees are not accepted.
  • You must not be residing in either of the two countries on your chosen track at the time of application.
  • Former Erasmus Mundus scholarship holders cannot receive a second EMJM award.
On English proficiency: Cameroon is not on the list of exempted countries. An English-language degree obtained from a Cameroonian university is therefore not enough on its own — a test is required (IELTS Academic 7, TOEFL iBT 95, or Duolingo 130, for example).

Documents to prepare from Africa

  • Degree certificate and transcripts. Final-year students: provisional transcript plus proof of enrolment.
  • Official English translation of any French-language documents: stamp and signature from a sworn translator or the issuing institution on every page, with a statement of authenticity in English.
  • Your GPA converted to the 4-point scale, using a free tool such as Scholaro or WES iGPA.
  • A CV and a personal statement. The consortium explicitly expects authentic writing, not AI-generated text.
  • Your English test result, submitted before the deadline.
  • Two references in English, at least one from an academic.
The official site does not require legalisation at application stage. Only admitted candidates send official documents by post afterwards.

How to apply, step by step

  • Step 1 — Choose a single track out of the four.
  • Step 2 — Create your account on the CEU portal via the official application page.
  • Step 3 — Under the "Funding" section, indicate that you want to be considered for financial support. There is no separate scholarship form.
  • Step 4 — Upload your documents, then submit.
  • Step 5 — Your referees then receive an email and have 7 days to upload their letter. Ask them to check their spam folder.
Applying through the official site is free: Mundus MAPP applicants do not pay CEU's application fee.

If France is also on your list, the Eiffel Excellence Scholarship in France is another fully funded route for Master's-level study in public policy and related fields. And if leaving is not an option right now, an online Master's with a partial Unicaf scholarship is worth comparing too.

Selection timeline

1 December 2026Deadline for scholarship applicants
15 April 2027Deadline for self-funded applicants residing outside the European Union
April 2027First-round results, including scholarships, published on the portal
End of July 2027Admitted candidates send official academic documents

Every application is assessed by at least two reviewers. An appeal is only possible on procedural grounds.

The consortium does not grant deferrals for visa delays, so African applicants are strongly advised to apply in the first round.

Mistakes to avoid

  • Waiting until late November — factor in translation turnaround and the 7 days your referees need.
  • Submitting an English test result after the deadline. It will not be accepted.
  • Applying with an engineering or natural science bachelor's degree.
  • Forgetting the costs the scholarship does not cover: study trip and winter school (€600 to €1,000 each), flights, and visas.
  • Relying on dates from older articles. Always verify on the official Mundus MAPP site.

If leadership and policy careers in Africa interest you as well, look at the Mo Ibrahim Foundation Leadership Fellowship Program, which places fellows inside major multilateral institutions.
