FIXED TERM CONTRACT (2 YEARS) 

These Terms of Reference are for appointment of a Nachtigal Offset Project Manager to support NHPC in the “Direction Environnementale et Sociale” (DES) in successfully implementing its commitments to achieve compliance with PS:6 via the set up and implementation of biodiversity offsets.

The project has residual impacts on terrestrial natural habitat and aquatic critical habitat (qualifying features include 18 fish species that trigger critical habitat criteria 2 and/or 3a). The project currently has a main offset programs in their portfolio: Reinforcement of the Mpem et Djim National Park (MDNP) that corresponds to both terrestrial and aquatic offset requirements and improvement of habitat conditions in non-protected tributaries (aquatic offset requirements). To date, the MDNP offset has been evaluated in a feasibility study, whereas the tributary offset has been evaluated in a prefeasibility study. A feasibility study is being launched T1 2024 for the tributary offset.

PRIMARY RESPONSABILITY

Define and manage the NHPC offset program, support successful completion of the setup phase on time and within budget, facilitate transition of the project into the operational phase, and provide oversight during the latter phase for NHPC. Provide a permanent on-the-job training to the team of NHPC DES.

SPECIFIC RESPONSABILITES

Together with the dedicated DES biodiversity team:
  • Define an offset strategy targeting to meet PS6 obligations.
  • Lead the process to finalize offset studies and plans.
  • Support establishment of the appropriate governance structure for the offset activities. 
  • Recommend transparent and independent selection of partners to execute offset activities.
  • Manage the work of consultants and implementing partners and other organizations. 
  • Undertake budgeting and oversee auditing of spending to ensure that this is accordance with overall project budget and is compliant with NHPC’s agreement with the lenders.
  • Lead the transition to the implementation phase and similarly provide oversight for NHPC for this phaseincluding: 
  1. i) oversee the auditing of spending with regards to the offset management plans; 
  2. ii). development of annual offset management plan status report; and 
  3. iii) support management of the project with regards to offset management plan issues and status;
  • Provide oversight on behalf of NHPC for the implementation phase;
  • Other specific tasks:
  1. For fish: leading the implementation of all the tasks required to finalize the offset portfolio (finalization of offset studies, update of the CHA, definition of the offset strategy and implementation plan); leading the implementation of the offset during the first 1-2 years of operations.
  2. MDNP offset: follow up on the outcomes of the offset feasibility study (OFS) to develop the implementation plan, including the set up the governance structure, find/confirm implementing partners, agree on the actions to be implemented, confirm the budget, undertake additional consultation, etc.
  3. Tributaries offset: manage the OFS, lead the development of the offset strategy and implementation plan, identify partners for implementation, define and manage the budget (studies, implementation).
  4. All offsets/general tasks: manage all offset-related studies, finalize all implementation plans, begin start of implementation, set up and begin monitoring and evaluation, undertake appropriate stakeholder engagement at all stages (in concertation with the internal stakeholder engagement team of the DES).
REPORTING STRUCTURE
  • Report to NHPC management and other stakeholders on offset project progress. • Manage the interface with consultants, implementing partners and other stakeholders including government, IFC and others;
  • Manage social aspects in collaboration with NHPC’s social team.
  • Represent the offset actions externally.
PROFILE

This is a very hands-on role and requires an individual with energy, resilience, and an entrepreneurial approach. The selected candidate will have resilience to navigate challenges associated with working in developing countries and be fully committed to taking on a significant conservation task. Specific attributes include:
  • Positive can-do attitude and self-motivation are essential.
  • 100% execution minded.
  • Fluent in French and English, written and oral.
  • Excellent communication and negotiation skills; and
  • Capacity to manage conflicts rationally.
  • Capacity to live in environment with difficult working conditions.
  • Capacity to embark NHPC local team and provide the appropriate training to ensure ownership of program design and long implementation.
QUALIFICATION
  • Fifteen years of biodiversity project management experience, including in rural stakeholder settings; 
  • Experience in West/Central Africa, preferably in Cameroon, or equivalent contexts required, including deep understanding of the socio-cultural and political context.
  • Experience with one or more of the following is preferred: Protected area management; community based natural resource management; biodiversity offsets; IFC-aligned biodiversity management practices and policies; Government engagement and capacity building; NGO or other not-for-profit organizations experience.
  • Demonstrated passion for biodiversity and social impact management.
  • Demonstrated training capacity.
