KEY ACCOUNTABILITIES (not all-inclusive)
- Develop knowledge-based information to support decision making and programming. performing qualitative and quantitative analysis of assessment results by using descriptive and statistical methods to assess vulnerability of households, to determine the food security situation differentiated by crisis or region and population groups.
- Coordinate the collection of primary and secondary data as appropriate and review background documents, reports, methodologies, and assessment data.
- Lead and participate in periodic food security assessments (i.e. FSMS, ENSAN, mVAM, JAM and CFSVA) with partners of the food security sector, UN agencies and MINADER (Ministry of Agriculture)
- Provide technical guidance and represent WFP at the October and March Cadre Harmonise sessions and consolidation of regional results.
- Summarize assessment findings and draft reports (i.e. contribute to food security monthly and quarterly bulletins) to inform programming and decision-making.
- Contribute to other food-security related studies to enrich knowledge in key areas that would enhance WFP's contribution to vulnerable beneficiaries.
- Coordinate and Support with the implementation of the targeting strategy and SoPs covering the Northwest and Southwest (NWSW) crisis, the Far North and refugee targeting with the Joint UNHCR-WFP Hub (East) and the launch of a tenders for targeting FLAs.
- Ensure the quality and frequency of market monitoring activities, improving the data collection tools used by WFP, the MINADER and Cash Working Group (CWG) partners in the framework of Joint Market Monitoring, training partners and Field Offices.
- Provide technical support on drafting and finalization of monthly and quarterly market bulletins.
- Represent the RAM Unit at internal/external CWG meetings, provide analyses for the Minimum Expenditure Basket (MEB) and transfer value revision based on recent food security assessments and follow-up on the implementation of a Cash Impact Study with CWG partners and selected universities.
- Coordinate the production of maps for management, assessment reports and Field Offices, and follow-up with the finalization of the ICA process with the Programme.
- Support COMET administration with the M&E Officer and Field Offices, follow up the M&E indicators at output and outcome level into the databases and improve, update, and maintain the existing databases.
- Support the CO's mid-term Annual Performance Review and report on progress and achievements.
- Support the development of targeting and CBT monitoring strategies for WFP Cameroon.
- Follow up on PDM and TPM data quality, analysis and reporting and support the performance assessment and recruitment of TPM and PDM service providers.
- Support the development and roll-out of the recommendations Escalation System to ensure effective use of process monitoring findings.
- Provide technical support on the development of a remote monitoring system. • Provide technical support in the design and development of methodological approaches of Decentralized Evaluations and Impact Evaluations commissioned by Office of Evaluation (OEV).
- Support the coordination of the Annual Country Reporting (ACR) and provide output/outcome performance data quality assurance.
- Ensure the quality of the Complaint and Feedback Mechanism (CFM) management and follow up on the regular publication of CFM dashboards, reports and bulletins. Support and collaborate with Programme staff and partners to ensure enhanced programme delivery through the use of monitoring and food security evidence. Provide training to WFP staff and counterparts in the areas of food security and vulnerability assessments, as well as monitoring and evaluation as needed.
- Support the coordination of the One-Stop-Shop project and ensure it is fine-tuned and mainstreamed with CO and field-based colleagues as well as management.
- Develop and maintain effective professional relationships with all partners of the food security sector and manage ongoing partnerships between WFP Cameroon's RAM Unit and partner institutions (i.e. MINDAER, ISSEA).
- Support the Head of RAM follow-up on pending recruitments for the RAM Unit with HR and Management
- Develop and improve the RAM Unit's use of digital tools, database management and archival system in line with WFP guidelines.
- Any other duties as assigned.
- Has deepened technical knowledge through exposure to technical teams.
- Has taken leadership of implementing programmes.
- Has provided input into policy discussions and decisions.
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance(3years experience), or First University Degree with additional years(5years) of related work experience and/or trainings/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
