Background
Reach Out Cameroon (ROC) is a non-governmental organization founded in 1996, granted legal status in 2000, and recognized as a national NGO by the Ministry of Territorial Administration in 2024. The organization supports vulnerable groups, especially women and youth, through community-centered approaches and advocacy based on three main pillars: Health, Human Rights and Governance, and Economic Security.
The Health Department aims to improve health outcomes and promote equity in healthcare delivery across Cameroon. Established in response to critical health disparities, ROC has led community-based health interventions for 28 years.
From January 2025 to December 2028, with funding from Takeda Pharmaceutical Company Limited, ROC will implement the project *“Improving Access to Quality Sexual and Reproductive Health, including Menstrual Hygiene and Psychosocial Support Services for Hard-to-Reach and Conflict-Affected Communities in Cameroon, Nigeria, and the Democratic Republic of Congo.”* This initiative will increase access to quality services for women and girls in conflict-affected areas. Nearly 2 million conflict-affected individuals will benefit from improved health outcomes, supported by 540 trained community health workers and 270 peer educators.
Key Responsibilities
Program Quality
- Document and share project best practices to promote learning within ROC and among partners.
- Establish and implement accountability, efficiency, and effectiveness standards to achieve project goals in the assigned region.
- Assist field supervisors in timely data collection and reporting using appropriate software.
- Oversee activities conducted by communities.
- Conduct supervisory visits with partners and ensure timely reporting of project activities.
- Ensure quality control of project activities and data, programmatically and financially.
- Produce comprehensive and timely project reports for the National Coordinator.
- Prioritize tasks, anticipate contingencies, and use available resources effectively to meet tight deadlines.
- Act as the primary project contact for key stakeholders in assigned communities.
- Strengthen relationships with district and community institutions to achieve project results.
- Facilitate advocacy activities to ensure project sustainability.
- Lead and supervise the regional coordination of the project to meet objectives.
- Mentor the regional team, community health workers, and volunteers to ensure motivation and teamwork.
- Ensure team members are adequately trained and empowered to fulfill their responsibilities effectively.
- Coordinate health system strengthening activities with relevant stakeholders.
- Address root causes of challenges with strategic, win-win solutions.
- Innovate program designs to improve quality and learning.
- Demonstrate strategic thinking and goal-setting capabilities.
- Share knowledge and expertise proactively with partners.
- Build trust and respect through strong interpersonal skills and collaboration.

- Master’s degree in Public Health or a related health field. A bachelor’s degree with three years of qualifying experience may substitute.
- At least four years of experience in project coordination/management, strategic planning, monitoring and evaluation, team leadership, and community development.
- Proven experience in institutional partnerships and participatory methods.
- Fluent in English and Pidgin, both written and spoken.
- Experience in health-related projects in Cameroon’s Northwest and Southwest regions is an advantage.
